Background:
According
to DHS 2015, the prevalence of stunting, wasting and underweight were 38%, 9%
and 2% respectively. Acute malnutrition rate has been brought down to the
relatively low level of 2% (DHS 2015) and the national prevalence of stunting
in children under five was reduced from 51.7% to 38% in ten years (DHS 2005 to
2015). However, there are important variations between the different districts
and 12 districts have a very high prevalence of stunting among children under
five (above the WHO public health threshold of 40%). Anaemia among children
under five is also a severe or moderate public health problem in majority of
districts. In parallel, the prevalence of women of reproductive age and of
children under five with overweight or obesity increased respectively
from 12 to 21% (DHS 2005 and DHS 2015) and from 6.7% to 7.7% (DHS 2010
and DHS 2015).

Under
the direct guidance and supervision of the WHO Representative and the Nutrition
Officer, the incumbent will provide expert leadership and specialist advice on
prevention and management of malnutrition, food safety and primary prevention
of NCDs. He/she will also liaise with the Technical Unit in AFRO.

incumbent will provide continuous technical support to national institutions;
specifically the incumbent’s work shall involve the following technical areas:

- Development
of capacities of national institutions at different levels and
partnerships for mainstreaming nutrition with an emphasis on prevention
and management of stunting ; - Development,
adaptationand use of appropriate technical guidelines and tools
(pre-services and in services); - Development
and implementation of the national nutrition and NCDs Strategic Plans,
including surveillance systems, capacity building, monitoring and
evaluation and ensure linkage with other health and food security systems; - Scaling
up of nutrition and food safety interventions and buildingcapacity
todistrictfor planning, budgeting and implementing of sustainable and cost
effective interventions aiming at reducing malnutrition (e.g. Nutritional
care for prevention and management of Non-Communicable Diseases, enhanced
breastfeeding and complementary feeding programs, appropriate Infant and
Young Child Feeding Strategies, etc.); - Monitoring/evaluation
andresearch and on the burden of nutritional problems and risk factors; - Strengthening
partnership and collaboration with all involved stakeholders; - Collect,
analyze information to document good practices in the area of nutrition
and food safety; - Producing
regularly report on nutrition and food safety in the country; - Support
the day-to-day implementation of the Swiss Development Cooperation joint
UN nutrition project (development, implementation supervision, monitoring,
evaluation and reporting of an operational plan); - Perform
other duties assigned by WR.
Qualifications:
Education
Essential:
University
degree in Human Nutrition or dietetics with postgraduate degree in, nutrition
or Public Health or a university degree in Public health or epidemiology with a
post graduate qualification in Human Nutrition or dietetics.

Desirable:
Masters

Experience
Essential:
- At
least 5 to 10 years of experience in public health and nutrition,
especially in programme management and implementation; - Good
knowledge of key multi-sectorial interventions to address malnutrition and
NCDs nutrition related; - Ability
and experience to prepare and conduct trainings to address malnutrition; - Experience
in programme evaluation; - Previous
experience working for WHO or other UN organizations.
