Programme Accountant

Reporting to the
Finance Manager, the incumbent will provide support in all financial and
management accounting activities in the Malawi Country Programme to ensure
compliance with WaterAid (WA) financial policies and procedures for all
accounting transactions and ensure completeness and accuracy of financial
accounts for the

Malawi Country Programme

Ensure compliance
with WaterAid financial policies and procedures for all financial transactions
and ensure Value for Money issues are maintained and complied with at all
times, Ensure payments are made and funds are received according to WaterAid
accounting procedures, Participate in periodic reviews and development of the
country programme’s finance and accounting procedures, Ensure that the Country
Programme has adequate funds for operations at all times, Ensure that all
monthly bank reconciliations including those for Non Programme and Off Shore
Expenditure and other ledgers are done on time and accurately, Ensure
WaterAid’s financial assets are adequately safeguarded including cash, cheques
books, payment vouchers, receipts, financial stamps and Financial records
backups, Ensure that the asset register is managed and updated regularly,
Prepare monthly management and financial reports for presentation to the Senior
Management Team (SMT), Ensure that quality donor financial reports are prepared
in accordance with donor requirements and within the agreed timelines,
Coordinate financial management capacity assessment, training and support,
Ensure that funds are transferred to WaterAid partners in line with duly signed
funding agreements, Ensuer that partners adhere to WaterAid financial
management policies and procedures when managing WaterAid funds, Coordinate the
design of partner monitoring and support activities and lead in development and
implementation of necessary strategic interventions to address gaps/issues
identified in partner organizations, Coordinate training, coaching and
mentoring of WaterAid and partner finance/non-finance staff in relevant
financial management procedures, Prepare draft annual financial statements and
schedules in readiness for annual audit including leading on coordination of
external and internal audits and ensuring implementation of audit
recommendations, Keep up to date with developments in taxation and ensure that
WaterAid remains tax compliant at all times, Ensuring that financial aspects of
staff pension including contributions, administration fees, records and
reconciliations are properly managed, Take a leading role in preparing and
monitoring financial aspects of multiyear budgets and plans, Sport the line
manager on quarterly review and updating of the risk register including
coordinating implementation of planned financial risk management mitigation
measures for the Country programme, Deputising the Finance Manager on all key
financial matters whenever the manager is not around

Bachelor of Accountancy
Degree or equivalent, Those with professional accounting qualifications (such
as ACCA or CIMA) will have an added advantage, Relevant practical accounting
experience of not less than 3 yrs in a busy organization and practical
experience in external audit is desirable, Sound computer knowledge and
practical experience in using computerized accounting packages such as Sun
System will be an added advantage, Ability to lead others in achieving agreed
targets, Those with practical experience in supervising others will have an
added advantage, Ability to work against tight deadlines in a multi-donor and
multi program environment, Strong analytical and reporting skills with
attention to details, Ability to coach and train finance and non-finance staff,
Must possess high level of integrity, honesty, maturity, diligence, good
attitude and commitment towards work, Must be a team player with good
interpersonal and communication skills
