Job Title: Gender-Based Violence Officer

 Locally known as the Walter Reed Southern Highlands AIDS Program, the
Henry Jackson Foundation Medical Research International (HJFMRI) is an
international non-governmental organization working in several countries
conducting research studies and providing care and treatment to people affected
by HIV/AIDS.  HJFMRI is funded by the Presidents Emergency Plan for AIDS
Relief PEPFAR.

In collaboration with the Ministry of Health and Welfare (MOHSW), HJFMRI has
been leading a comprehensive HIV/AIDS care and treatment program in the
Southern Highlands of Tanzania since 2004 with support from the President’s
Emergency Plans for AIDS Relief (PEPFAR).  The program is based within the
Mbeya Referral Hospital and has since extended to more than 100 health
facilities in Mbeya, Rukwa and Ruvuma regions, which collectively represent a
catchment area of about 6 million people.  Mbeya region is one of high
prevalence regions in Tanzania and expansion of HIV care and treatment programs
is critical.

Walter Reed Program is seeking qualified candidate to fill the position below.
Position:             Gender-Based Violence
Officer
Reports to: Gender Based Violence Specialist
Location:   Mbeya with travel to Southern Highlands and Dar es Salaam

General Overview:
This position is located in Mbeya, Tanzania with travel throughout the Rukwa,
Ruvuma and Katavi regions.  Only those with current legal authority to
work in United Republic of Tanzania will be considered.

WRP has received funding for an expansion of project activities with a focus on
addressing gender-based violence (GBV) and gender norms. We are seeking for a
GBV Officer based in Mbeya who will work closely with our medical and outreach
partners to design strategies and coordinate all GBV and gender-related
activities in four regions of the Southern Highlands (Mbeya, Rukwa, Ruvuma and
the newly-created Katavi)

Duties and Responsibilities:
Program Implementation, Management and Development

Provides technical assistance with program implementation, monitoring, and
evaluation of all GBV activities in the Southern Highlands;
Provides support and guidance to partner NGOs to ensure quality implementation
and output in relation to agreed GBV objectives;
Collects and analyzes relevant data and assist the GBV Specialist to collate
and prepare reports and other key documents;
Visits the GBV program sites on a regular basis and provide technical guidance
to recommend changes for improvement in program and service working closely
with GBV Specialist;
Provides orientations on GBV and gender issues to key staff internally and
externally as and when needed;
Monitors the effectiveness of the program on a monthly basis, and submit
monthly reports to the GBV Specialist;
Collaborates with the Outreach team, Finance/Admin and Procurement and Logistics
Manager to ensure that program supplies and resources are available in a timely
manner to support workshops, events and research conducted by outside
consultants;
Works closely with the Monitoring and Evaluation team in developing, monitoring
and reporting on indicators related to GBV and gender activities;
Develops monthly budget forecasts and reconcile budgeted to expended amounts.

Staff Management:
Identifies training needs for GBV implementing partners and develop capacity
building program to strengthen personnel base and implementation of programs.

Coordination and Networking:
Supports coordinates and participate in GBV taskforce / sub cluster meetings
with relevant partners and stakeholders;
Participates in key forums representing HJFMRI/WRP, providing key information
from the field for relevant stakeholders, raise awareness on key issues
relating to GBV;
 Maintains strong working relationships with all relevant stakeholders
throughout program cycle and devise appropriate capacity building strategies to
ensure development and sustainability of all GBV program activities;
Represent HJFMRI/WRP at official forums as requested by the GBV Specialist and
Outreach Director and Director HJFMRI HIV Program.

 Qualifications:
Master’s degree in public health, gender, behavioral sciences or related field
preferred but will consider candidates with a Bachelor’s degree and five years
experience in women’s/human rights.
At least 3 years experience implementing GBV related initiatives which can
include a combination of community-based awareness-raising and prevention
and/or facility based work developing capacity of (training) service providers
to respond meaningfully to GBV.
Demonstrated understanding of the link between gender norms, GBV and HIV
vulnerability.
Demonstrated understanding of the Tanzanian and Southern Highlands contexts
Experience with monitoring and evaluation of GBV focused interventions,
preferably under PEPFAR.
Proficiency in English required; proficiency in Kiswahili preferred
Ability to travel in country up to 50% of the time.
