Role
overview
Based on VSO’s new country strategy for Rwanda with emphasis on area-wide
programmes, the Programme Management (PM) Team Leader (TL) is responsible for
delivery of high quality programme results with good value for money. The PM TL
will lead and manage a team of at least five Programme Managers who are
responsible for the overall implementation of different programmes in Rwanda.

Skills,
qualifications and experience required

development, coaching and mentoring. This involves developing a cohesive and
motivated team of PMs, and promoting an effective and collaborative work
culture while promoting team and individually accountability within the team of
PMs. It requires the PM TL to adopt a people-centered, collaborative and result
oriented leadership style with the PMs.

sustainable change and thus the reporting system should allow for analysis and
reflection. It also requires alignment with VSO IMPACT reporting system.
Externally, this involves establishing and implementing a reporting system that
satisfies the requirements for donors and government entities like immigration,
Imihigo, and JADF as appropriate. This requires supporting PMs to lead the
process of these reporting.

establishing a sound partnership guidelines for VSO Rwanda and supporting
programme managers to implement the partnership guidelines.

visibility of VSO programmes at national level. This involves active engagement
in strategic programmes coordination mechanisms as well as informal networks
with strategic national partners. It involves proper branding, visibility and
communication of VSO programmes with relevant national stakeholders.

I.
Post-graduate studies in relevant development field from a reputable
University;
II. Strong programme management experience in complex programmes preferably in
Rwanda;
III. At least ten years’ relevant experience in programme management with
reputable organisations;
IV. Solid experience and knowledge in gender equality, social inclusion and
rights-based programming;
V. Ability to integrate Global Goals, People First Framework and Vision 2020 in
VSO programmes.
VI. Specific experience in inclusive education, secure livelihoods, governance
and health is valuable;
VII. Excellent people skills; partnerships, relationships, networking and
coordination skills;
VIII. Excellent communications; analytical, presentation and public speaking
skills; and
IX. Solid experience in field operational planning and management, security and
safety.
