Project Coordinator

VSO Rwanda is seeking a Project
Coordinator who will support the Country Office’s to manage all aspects of
the delivery of the L3+project according to the quality outcome desired, to
time and budget specifications
. The Project Coordinator with work with the
Training Officer and Resource room officer Ensure that the project outcome is
delivered to the quality required by the programme.
You will have professional experience
of project management as well as working knowledge of rights, needs and
priorities of vulnerable groups, social inclusion, inclusive local development
and decentralisation in Rwanda and in other international contexts. You will
also have a strong ability to think innovatively and introduce new approaches
to local development.
Key responsibilities
  • Programme
    Development and Delivery: Ensure that the project outcome is delivered to
    the quality required by the programme) to schedule within set budgets and
    scope. Provide the key co-ordination and implementation role, ensuring
    project management standards are followed and deadlines met.
  • Stakeholder
    Management and Communications: Build effective working relationships with
    project stakeholders at the national, district and sector level especially
    officials in the department of education and health, the District
    Disability Officer and the local structures of the National Council of
    Persons with Disabilities (NCPD).
  • Internal
    Planning and Reporting: Ensure that monthly work plans and cash flow based
    on the project deliverables as in the final project documents and prepared
    and implemented. Prepare monthly reports to track progress against planned
    activities.
  • Project
    Team Management: Establish, lead and motivate the project team in the
    field, ensuring regular progress review meetings are carried out and
    behavioural expectations established and met.
  • Monitoring
    and Evaluation:
    Conduct
    ongoing project monitoring and ensure data integrity before entering in to
    the online M&E system of VSO Rwanda.
  • Budgeting
    and Forecasting
    :
    Manage project financial budgets and targets, providing accurate and
    timely information on expenditure.
Requirements
  • You
    will need to have a degree in a related subject preferably in social
    science, demonstrable experience in working with local government
    /programme administration and management; excellent interpersonal and
    planning skills are essential along with the capacity to work as an
    effective team player; self-motivated, with attention to details and
    pro-active, with strong communication skills (fluency in English, French and
    Kinyarwanda) and good computer skills.
  • The
    candidate should have at least four years’ work experience in the field of
    Disability Rights, Special Needs Education, and/or an area of social
    inclusion.
  • Relationship
    Building – Ability to build effective working relationships, inspiring
    confidence and credibility with staff and other stakeholders; experience
    of working in collaboration with government departments and structures at
    the district level.
  • Financial
    – Experience of successfully monitoring and managing budgets.
  • The
    candidates should have practical experience within a volunteering
    organisations/Non-Government Organisation context and Working knowledge
    for gender and social inclusion.
  • Communication
    Excellent
    oral and written communication skills in English and Kinyarwanda
  • Project
    Management –
    experience
    of managing projects of similar size and content; experience with multiple
    stakeholders; delivering expected benefits in challenging contexts to
    tight deadlines.
Compensation:
  • Gross
    monthly starting salary up to: Rwf 725,875 Rwf
  • 100%
    medical insurance for staff and dependents   
  • 5.5%
    of private pension benefit/ provident fund
  • 37
    days annual leave including public holidays
