In March 2012 VFANF has received the approval of the Ministry of Health to implement its programme in Rwanda.
Objective of the programme is to make free vision test accessible for all Rwandans aged 8 and above, and to make affordable eyeglasses available to all, in collaboration with the Health Centre network of the Ministry of Health.
The Foundation is now looking for candidates for the following four positions:
• Programme Manager (senior position)
•Finance & Administration Manager (senior position)
• Staff Ophthalmic Technician
• Finance/HR/Office Assistant
1) Programme Manager
Place of work : Kigali, with frequent travel to the provinces.
Job summary : the Programme Manager will be responsible for the implementation of the Vision for a Nation Programme in Rwanda. S/he will lead the VFAN Rwanda programme team, and will work with the appropriate Ministry personnel at Central and District level to plan, organize and manage the programme activities according to the approved plan and budget. S/he will ensure that all work is compliant with existing laws and regulations, with donor requirements, and with organizational policies. S/he will work closely with the Finance and Administration Manager and with the Staff Ophthalmic Technician to ensure effective implementation and demonstrable outcomes.
Person specifications : university education. Minimum five years experience in managing international or domestic development/training projects/programmes, preferably with INGOs, or other international agencies active in the Health Sector in Rwanda. Demonstrable experience in managing programme staff, programme development, implementation and monitoring. Able to interact with government officials, community representatives, other NGOs, and potential donors. Experience of Eye Health programmes preferred.
2) Finance & Administration Manager
Place of work: Kigali, with occasional travel to the provinces.
Job summary : the Finance & Administration Manager will provide strategic leadership and performance management to the various programme support functions (Finance and Systems, Human Resources, Administration and Logistics and Information and Communication Technology). S/he will be responsible for the implementation of financial and administration strategies, policies, procedures and systems and ensure the provision of quality programme information and support.
Person specifications : university degree coupled with Accountancy professional qualification, i.e. Completed ACCA or CPA (K). Minimum five years accounting experience, ideally with an international NGO or in the private sector; demonstrable hands-on experience of administrative and financial management of programmes.
3) Staff Ophthalmic Technician
Place of work: Kigali, with frequent travel to the provinces
Job summary : the Staff Ophthalmic Technician will be responsible for managing all clinical aspects of the implementation of the VFAN programme related to Eye Health. S/he will work with the appropriate government health personnel at Central and District level to plan, organize and manage the training and monitoring of vision screening, vision correction and dispensing of glasses, documentation of findings and referral according to the approved plan and budget. S/he will ensure that all work is compliant with standard ophthalmic practices, with existing laws and regulations, and with the VFANF Refraction Risk Analysis. S/he will work closely with the Programme Manager and with the Ministry of Health Ophthalmic Technicians at district level to ensure effective implementation and demonstrable outcomes.
Person specifications : Advanced Diploma in Clinical Ophthalmology. Minimum five years of clinical experience within the Rwanda Health System, preferably at district level. Experience of clinical training programmes at primary level is an advantage. Experience of working with an international NGO in the health sector preferred.
4) Finance/HR/Office assistant
Place of work : Kigali
Job summary : The Finance/HR/Office Assistant will provide efficient and effective administrative support to the programme: day-to-day office administrative and finance duties, reception/secretarial work, general bookkeeping and administration of cash and banking. Staff administration related to salaries and other confidential matters.
Person specification : graduate (accounting qualification preferred), computer literate (Microsof Word, Excel, PowerPoint). Knowledge of accounting packages and other database an advantage. Motivated and self-starter, fluent in Kinyarwanda, English and French.
