VGM Partners LLC is looking for an expert for the following EC Framework project in Rwanda:
PROJECT NAME: Review of decentralization, soil protection and non-traditional value chain development in Rwanda’s agriculture sector to inform the sector strategy 2013-17
Global objective: Support MINAGRI in the preparation of the upcoming poverty reduction- (EDPRS-2, 2013-17) and agriculture sector strategy (SPAT-3, 2013-17).

POSITION: Senior Expert in Soil Protection / Soil Erosion Assessment
Required minimum qualification/expertise/experience:
• University- or Postgraduate Degree in Agronomy, Agricultural Engineering, Rural Engineering, Geography, Geology, Soil Sciences, Irrigation or any other discipline covering the subject of soil and water conservation in the agriculture sector.
• Experience with technical approaches for erosion control and soil and water conservation: e.g. radical/progressive terracing, living barriers, agro-forestry, etc.
• Experience in advising or analyzing monitoring systems of soil and water conservation.
• Experience in the assessment of the extent of soil erosion by water.
• Experience in the assessment of the coverage of soil protection measures.
Desired qualification/expertise/experience:
• At least one assignment in the last 10 years related to the development or review of soil erosion/soil protection assessment methodologies.
• Experience in advising or analyzing governmental monitoring of soil and water conservation, preferably within a Ministry of Agriculture.
• Experience in advising or analyzing governmental soil and water conservation interventions, preferably within a Ministry of Agriculture.
• Professional experience in the Great Lakes Region and particularly in Rwanda.
• Excellent knowledge of English
A short methodology (maximum of 7 pages) should be presented
