TERMS OF REFERENCE (ToRs)
SUPPORTING THE DEVELOPMENT OF A GIS MAPPING SYSTEM FOR THE USAID/HIGA UBEHO
PROGRAM

INTRODUCTION

The USAID/Higa Ubeho Program is a five-year USAID/PEPFAR-funded program whose
goal is to increase the use of health and related social support services among
the most vulnerable including people living with HIV and AIDS (PLHA), orphans
and other vulnerable children (OVC) and their families to mitigate the impact
and reduce the risk of HIV and other health threats.

The program aims to support 72,000 vulnerable households to develop sustainable
strategies for responding to common health and economic shocks through a
holistic package of services aimed at meeting the long-term needs of vulnerable
households.  Services provided include:  education support for OVCs,
school level psychosocial support and life skills education, Under five (5)
play groups and nutrition groups, economic strengthening support, food security
and nutrition interventions and psycho social support/counseling services. 


USAID/Higa Ubeho operates in 16 United States Government (USG)-supported target
districts across the five (5) provinces of Rwanda.  CHF International
leads this consortium with international partner Catholic Relief Services
(CRS), and 8 Rwandan Partner Organizations (RPOs).

The program is in its third year of implementation and requires short term
technical assistance from a skilled and experienced consultant who will develop
and initiate a Geographical Information System (GIS) mapping methodology to
illustrate the coverage of the USAID/Higa Ubeho program.

EXPECTED DELIVERABLES

1. Advise the program on the most suitable software and system to use to
develop GIS maps
2. Develop a digital map (editable) showing program service points – using
available GPS coordinates
3. Establish an interface system to connect the program database to the map in
order to facilitate regular updating by the program team
4. Train program technical teams on how to update the map
5. Provide a detailed report on the assignment
6. Provide 3 months online technical assistance to the Higa Ubeho team on
management of the developed mapping system.

The consultant will be required to complete and perform the first five (5)
deliverables at the CHF Rwanda Offices, within 14 calendar days from the date
of signing the contract and deliverable six (6) over a period of three (3)
months following the completion of deliverables 1-5.

QUALIFICATION AND EXPERIENCE
The Consultant should have:
• An advanced University degree in GIS mapping
• At least 3 years of technical experience in the field of GIS mapping
• Proven experience in the development of similar maps for national or
international programs or organizations
• Experience in providing training on GIS mapping
• Excellent communication skills in English and/or French
