Position Title: A.I.D Project Management Specialist (Clinical Services Specialist)
Grade: FSN-11(Basic Salary ranges from 14,230,851 to 24,192,452 FRW per year)
Location: Kigali, Rwanda
USAID/Rwanda is seeking an Ordinarily Resident citizen or individual with the required work permit for employment as A.I.D Project Management Specialist (Clinical Services Specialist).
BASIC FUNCTION OF POSITION
Job holder is a senior clinical services activity manager and key public health technical advisor to the USAID Health and USG PEPFAR teams. S/he will advise the Health Service Delivery Team Leader, the Mission Director, and the USG inter-agency team on HIV/AIDS and other clinical services interventions in Rwanda. As an expert in service delivery, s/he also plays an important advisory role in developing country-level strategies, policies, and guidelines.

QUALIFICATIONS REQUIRED

Education:
– Master’s {Master of Public Health (MPH), Master of Science Public Health (MSHP)} Degree or host country equivalent in public health, health policy, behavioral or social science field is required.
Prior Work Experience
A minimum of five years of mid-to-senior level public health experience in developing, implementing and evaluating HIV or other health clinical service programs or other relevant public health programs that involve coordination with an international agency or implementing partner is required.
Language Proficiency
Level IV (fluency – speaking/reading/writing English is required.
Level IV (fluency-speaking/reading/writing) in Kinyarwanda is required.
Knowledge:
• Comprehensive knowledge of current HIV/AIDS and other health clinical service issues and interventions
• An in-depth understanding of the range of clinical service programs, policies, regulations and precedents applicable to development and administration of national/international public health programs
• Detailed knowledge of the Rwandan health care system and structures, including familiarity with MOH policies, program priorities and regulations
• Working knowledge of techniques to plan, organize and direct multidisciplinary project teams and activities
• Demonstrated understanding of overall administrative requirements, budgeting and fiscal management of contracts/cooperative agreements/grants
Skills and Abilities
Strong oral and written communications skills are required to develop and maintain effective, sustainable working relationships with national and international working partners. Strong leadership skills are required to lead results-driven project teams and workgroups. Ability to analyze, understand and discuss new program design, management and implementation approaches is required. This includes the development of evaluation designs, use of reliable and valid instruments, and methods for data collection, analysis and reports. The incumbent will be expected to exercise considerable ingenuity and tact in applying guidelines to unique and different settings. Considerable innovation will be required to influence other collaborative organizations engaged in clinical service programs to adopt appropriate strategies for their program activities. Intermediate user level of word processing, spreadsheets and databases is required. Strong skills in interpretation of program monitoring and evaluation data are required.
