Chief of Party- Rwanda at URC, Kigali, Rwanda –

URC is currently seeking candidates for a USAID
health systems strengthening and quality improvement program in Rwanda. This
five-year project will provide to support the Government of Rwanda by
implementing an integrated health system strengthening program that provides
sustainable, high quality, high-impact and client-oriented health services.
The Chief of Party will have technical and management responsibility for a
large, complex integrated health systems strengthening project and its staff,
in addition to serving as URC’s representative to USAID, relevant government
agencies (including the Ministry of Health), other donors and multinationals,
technical agencies and other participating organizations as required. S/he will
be responsible for overall implementation of the pr

oject and will provide
general program and technical direction and ensure the completion and
submission of all project deliverables.

Responsibilities: Provide
vision, direction, and guidance to the program interventions, quality
improvement, health systems strengthening.
  • Manage overall project implementation,
    strategic planning and operations in accordance with Rwandan government,
    USG, and URC policies and procedures.
  • Maintain coordination with USAID/Rwanda,
    collaborating organizations, local partners and institutions, the donor
    community and host government and MINISANTE officials.
  • Direct and monitor overall program planning,
    administrative and financial processes, budgeting, performance monitoring,
    reporting, and quality control and assurance.
  • Oversee the development and implementation of
    strategies and work plans that focus on integrated health systems
    strengthening, sustainability, feasibility, cost effectiveness, and
    achievement of the required results. Assure integration of technical
    strategies with each other, and with the overall operational strategy of
    the project.
  • Cultivate, manage, and strengthen positive,
    productive relationships with USAID, Ministry of Health, other
    governmental agencies, partners, other cooperating agencies, NGOs, etc.
  • Ensure the high quality, within-budget, and
    on-time delivery of interim and final results agreed upon with the donor.
    In collaboration with USAID, partners and key stakeholders (including the
    MOH), periodically evaluate progress towards the completion of project
    deliverables to verify alignment with strategic directions and defined
    targets.
  • Supervisory responsibilities include, but are
    not limited to, meeting with supervisees on a regular basis to discuss
    issues, track work progress, provide guidance and support, and ensure
    consistent quality of work performed; conducting performance planning and
    reviews; communicating, implementing and assuring adherence to URC and
    project policies, guidelines and values.
Minimum Qualifications:
  • Minimum of a Master’s degree in public health,
    social sciences, international development, or other closely related
    field.
  • 10+ years’ experience in the implementation
    and management of international development projects preferably within
    health.
  • Understanding of public health in Rwanda and,
    knowledgeable in primary health care. Knowledgeable about the
    socioeconomic, institutional and policy issues related to public health.
  • Proven skills in managing health projects,
    building organizational capacity in health service delivery program and
    use of host country and community level mechanisms.
Established in 1965, URC offers a range of
technical assistance to strengthen health and social systems and service
quality by empowering communities and health workers to identify and scale up
locally appropriate solutions to critical problems. URC focuses on finding ways
to deliver proven approaches to health care problems, applying quality
improvement (QI) methods and conducting operations research to tailor those
approaches to various settings. Recognizing implementation barriers unique to
each setting, we train local managers and service providers to strengthen
health systems, integrate system elements, and bring improvements to scale.
