Liberia
UNOPS is providing critical support to the Ministry of Justice to help enhance effective administration and operational capabilities of National Police (LNP), the Bureau of Immigration and Naturalization (BIN) and access to Justice (including support the Bureau of Corrections and Rehabilitation. The joint regional center will provide administrative, joint communication capabilities increase effective operational coverage as well as providing accommodation and critical back up in case of need in the three counties (Bong, Lofa Nimba) through the enhancement of sustained Police Support Unit presence in the region

Under the direct supervision of the Chief Technical Adviser & Head of Country Office, the incumbent will oversee the implementation of construction works at the Liberia Prison Compound in Cheesmanburg , Montserrado County, and will provide engineering expert support and construction management to the assigned project works and ensure efficient and effective planning, design and implementation of infrastructure rehabilitation, reconstruction and development activities associated with the overall country action programme
Functional Responsibilities
Below are some of the functionalities.
* Oversee the implementation of works at a number of projects, assigned to UNOPS and provide committed monitoring for the progress of works according to contract schedules, specification and project plans.
* Act as the focal officer for specific project(s); she or he provides support and guidance to the contractor and assists in resolving site problems as necessary.
* Responsible for the supervision of technical construction labor assigned to the project and monitoring their performance on the assigned duties.
* Visit the project site on a daily basis in order to monitor progress of work and identify the existing problems, provide appropriate solution through application of sound engineering standards in consultation with the Chief Technical Adviser and Head of County Office.
* Responsible for the progress report on construction activities and submission of such on a weekly basis to the Chief Technical Adviser and Head of County Office.
* Perform any other duties as may be requested by the Chief Technical Adviser & Head of Country Office.

1. Education requirements
* A Bachelors degree in Civil or Architecture Engineering or related field. Additional years of relevant work experience preferably in combination with a relevant Diploma may substitute for the requirement of a Bachelors degree.
2. Experience requirements
* 5 years of experience on similar duties with demonstrated capacity to meet performance indicators and deliver results.
3. Language requirements
* Fluency in written and oral English
Certifications
PRINCE2 or equivalent project management qualification is an asset;
