NOTE: ALL NON-LIBERIAN APPLICANTS MUST HAVE THE REQUIRED WORK AND/OR RESIDENCY PERMITS ALLOWING WORK IN COUNTRY BEFORE BEING ELIGIBLE TO APPLY. The U.S. Embassy is seeking an individual for the position of Utilities Maintenance Supervisor within the Facility Operations and Maintenance Section.

JOB DESCRIPTION:
BASIC FUNCTION OF POSITION: This position is responsible for the operations, supervision and maintenance of all the Embassy power plants which provide twenty-four hours a day, seven days a week electrical supply of all power consumed by the Mission.

MAJOR DUTIES AND RESPONSIBILITIES:
• Supervises the Continued Operation the Central Power Station on a 24 hour basis. Ensures readiness of 6-satellite stand by plants. Instructs and co-ordinates emergency breakdown repairs. Supervises the ongoing Preventive maintenance program on all generating equipment and ensures proper stock levels are maintained to support the power plants operations.
• Organizes operating procedures and work schedule for both operations and maintenance crew. Maintains records of generator performance, fuel consumption, preventive maintenance service schedule, repairs and replacement of parts.
• Ensures that proper parts are ordered through approved purchased orders and maintains constant power supply with minimal down time. Maintains a system of internal control by monitoring fuel supply and usage by fuel distribution personnel.
• Assists in providing cross training of technical staff, monitors and evaluates their performances, approves leave, institutes action in disciplinary cases and makes recommendations to the AFM and FM as necessary.
• Ensures that the generator crews are transported to their respective work sites in the absence of the maintenance driver and performs other duties as may be assigned by the AFM and or the Facilities Manager.

QUALIFICATIONS:
1. Completion of Secondary School is required. In addition to specialize vocational training in power plant operations and diesel engine repair, power line distribution management training is also required.
2. Five (5) years in the operation and maintenance of a power plant using diesel engines as prime movers. One to two years supervisory experience also required.
3. Must have level IV (fluent English)
4. Must have advance knowledge of diesel powered generators and hands-on repair maintenance. Knowledge of the various types of generators, spare parts and equipment.
5. Must have basic computer skills and the ability to use basic softwares for the transmission of routine information. Must have good leadership skills and the ability to solve most technical problems relating to major overhaul and breakdowns.

SELECTION PROCESS:

3. Current Ordinarily Resident employees with an Overall Summary Rating of Needs Improvement or Unsatisfactory on their most recent Employee Performance Report are not eligible to apply.
4. Currently employed US Citizen EFMs who hold a Family Member Appointment (FMA) are ineligible to apply for advertised positions within the first 90 calendar days of their employment. 5. Currently employed NORs hired under a Personal Services Agreement (PSA) are ineligible to apply for advertised positions within the first 90 calendar days of their employment unless currently hired into a position with a When Actually Employed (WAE) work schedule.
