they need. WFP is currently implementing cash transfers activities in two
refugee camps, reaching over 28,000 beneficiaries since 2014. In October 2015,
the Cash and Vouchers (C&V) activities are planned to be scaled up to a third
refugee camp, which will bring the total number of beneficiaries to
approximately 50,000 by end of 2015.
About the role
We are currently planning to recruit a Senior
Programme Assistant- C&V G6 with strong experience and knowledge of
cash and vouchers and Rwanda operating environment; the person will be required
to support the Country Office in the scaling up, implementation and management
of the C&V activities. The contract will be for an initial period of
one year with the possibility of extension.

The Senior Programme Assistant will
work under the direct supervision of Programme Policy Officer (C&V) and the
overall supervision of the Head of Programme and shall be responsible for the
following key duties:

- Coordinate
the implementation and monitor performance of C&V operations in
refugee camps specifically Gihembe, Nyabiheke and Kigeme. - Support
field teams in planning for the monthly cash transfers to ensure that the
disbursements are carried out on time. This includes close coordination
with UNHCR and MIDIMAR to ensure that all targeted beneficiaries are
included on the updated monthly beneficiary lists and are submitted to WFP
in a timely manner. - Organise
and carry out missions to project sites to monitor the state of project
implementation and provide well analyzed feedback for management action. - Work
with the Programme Policy Officer C&V to fine-tune SOPs, internal
controls and procedures relating to C&V. - Occasionally
liaise with relevant CO units to facilitate the internal processing of the
cash transfers to beneficiaries. This includes working with Procurement,
Finance and Resource Management to create PRs and POs, liaising with
Finance unit to ensure the necessary paper work and instructions are
delivered to the bank timely, among others. - Work
closely with Logistics unit on traders monitoring, recruitment and
sensitisation. - Provide
input including text, costing and budget for budget revision documents as
required. - Work
with Monitoring and Evaluation unit to ensure close monitoring of all cash
related activities. - Participate
and represent WFP at various fora including the technical and field level
coordination working groups as required. - Ensure
compliance with WFP’s policies, criteria and procedures with respect to
C&V programmes - Perform
WINGs entries related to C&V and manage funding for C&V in
collaboration with the Resource Management team - Document
lessons learnt and best practices in C&V transfers including
conducting comparisons where applicable between the use of food and cash
in similar programme activities. - Perform
other related duties as required and assigned.
Qualification and experience required:
Education:
Minimum University Degree in one or
more of the following disciplines: economics, agriculture, international
affairs, business administration, social sciences, development studies or any
other related field.

Experience:
At least five years of progressively
responsible experience, of which at least one year was closely related to
programme functions. At least one year at the G5 level or equivalent.

Knowledge:
Training and/or experience utilizing
computers including word processing, spreadsheet and other software packages.

Desirable Skills
Experience using WFP’s Information
System (WINGS) and other WFP software; knowledge of WFP financial regulations
and rules and WFP policies and procedures in the area of work.

Language:
Fluency in oral and written English
