cooperating for decades. This cooperation has most recently been embodied in a series
of programmes called Netherlands Trust Fund I (NTF I), which ended in 2009, and
Netherlands Trust Fund II (NTF II), which started in 2009 and ended June 2013.
Building on the NTF II programme and its lessons learned, the purpose of the
Netherlands Trust Fund phase III programme is to increase the income of
producers and exporters in selected sectors in selected priority developing
countries, including in Bangladesh and its IT & ITES industry. The expected
impact will be reflected in jobs created and maintained in selected sectors
including at the producer, processor and exporter level. Job creation reduces
poverty and is strongly correlated with reductions in other measures fighting
poverty such as access to basic human needs, health and education.

sector. To achieve this outcome, the project will: 1. Improve the capacity of
beneficiary TSIs in providing services to export-oriented SMEs in the IT &
ITES industry2. Increase sustainably the export capacity of IT & ITES SMEs

comprises five phases, namely (i) ‘identification’, wherein participating
countries, sectors and as far as possible, institutions are selected; (ii)
‘feasibility’, where a comprehensive assessment of the selected institutions is
done; (iii) ‘formulation’, where a country project document and work plan is
designed; (iv) ‘implementation’, where activities are undertaken in accordance
with the work plan; and (v) evaluation. Between November 2013 and April 2014,
phases (i) – (iii) were successfully completed and DCCI, BASIS and the IT &
ITES sector of Bangladesh were selected again for further technical assistance
under NTFIII.These terms of reference detail the role and obligations of the
National Project Coordinator (NPC). The hiring of the NPC relates to the phase
(iv) management of the Bangladesh NTF III project implementation in accordance
with the project document and work plan produced under phase (iii).
III Bangladesh Project Manager are the Project Management Team (PMT). Under the
direct supervision of the NTF III Bangladesh Project Manager, the National
Project Coordinator is responsible for activity planning, implementation,
coordination with Bangladeshi counterparts and reporting on a day-to-day basis.

function:Operational Management Duties:
- Oversee and contribute to the implementation
of project activities as country counterparts in accordance with the NTF
III project document and other relevant documents, under the supervision
of the NTF III Bangladesh Project Manager and the general supervision of
the NTF III Programme Manager. - Ensure proper communication with local service
providers, request quotes and their updates, follow up with service
providers on the implementation of contracts for ITC in the framework of
the NTF III project. - Prepare mission plan for international
consultants of the project, brief them at the beginning of their missions,
provide guidance and facilitate their work in Bangladesh. - Organize and participate in (whenever
relevant) the business missions to and from Bangladesh within the
framework of the project and ensure that the participants are informed and
supported properly. - Monitor expenses related to local inputs and
expenses ensuring that work plans and planned budgets are adhered to,
jointly with the NTF III Bangladesh Project Manager. - Be responsible for the procurement and
maintenance of project equipment locally.
- Design and conduct relevant surveys as part of
project monitoring & evaluation purposes. - Prepare short project status as required for
monitoring and reporting purposes, on a monthly basis. - Prepare minutes of the quarterly meetings of
the Project Steering Group (PSG), request validation by PSG participants
and disseminate amongst the group once validated. - Monitor local media and collect articles
related to the project; establish contacts with the local media to ensure
proper dissemination of information about the project and ITC. - Advice ITC Project Manager for improvements
whenever relevant and signal any significant issue which might arise as
soon as possible. - Liaise regularly and coordinate activities
with DCCI, BASIS and the beneficiary companies. - Coordinate with other ITC projects in Bangladesh
and if required provide support. - Coordinate with other IT- and ITES-related
donor projects in Bangladesh - Undertake any other tasks related to the
implementation of the project in Bangladesh.
(DCCI& BASIS)
- As the NPC will be hosted at BASIS, comply
with BASIS office hours and weekly holidays as per the existing rules of
the hosting organization. The NPC’s leave of absence will be administered
jointly by the host organization and the NTF III Bangladesh Project
Manager. - In the context of his/her assignment, the NPC
will have meetings in town; he will also be attending meetings and working
sessions at DCCI. He/she should inform BASIS about his/her schedule ahead
of theses meetings. - Maintain necessary disciplinary practices in
accordance with BASIS rules and regulations. - In connection with the NTF III project
activities where DCCI and BASIS are involved, discuss with the DCCI/BASIS
management through designated focal points in order to avoid communication
issues. - In case necessary for reporting about the
project activities through the DCCI/BASIS House Journal/Bulletin/Annual
Report, provide necessary information for proper dissemination of Project
activities.

execute or contribute to the execution of all planned activities within the
time specified in the annual work plan and in the project document.A joint
review of the work undertaken will be done with the NTF III Bangladesh Project
Manager, based on the reporting undertaken by the National Project Coordinator,
on a quarterly basis.

Development Management, Social Science or related fieldExperience:
- 5 to 7 years of work-related experience in
project implementation, involving experience in establishing and
maintaining relationships between project partners - Knowledge of and experience with core project
management principles, including scheduling, budgeting, allocating
resources, contracting, financing, measuring performance, monitoring
quality, and managing risk. - Up-to-date theoretical knowledge and/or
practical experience in the IT & IT- enabled services industries. - Work experience with UN/UNDP, international
organizations or foreign companies, in Bangladesh or abroad, is desirable. - Work experience with similar TRTA project will
be an added advantage.
