Purpose of
the Position
Under the direct
supervision of the Chief of Social Policy and Research, the post is accountable
for effective engagement in and support to the analytical function, with
particular focus on economic analysis linked to social policy and planning for
children, advocating for increased public resource allocation and robust
budgeting towards the social sector, sustainable decentralization of social
services and local capacity building in support of the goal of universal
coverage of essential social services and creation of a protective environment for
children.

Key
Accountabilities and Duties & Tasks
- Social
Economic policy dialogue and programme development
- Participate
in social economic policy dialogue and development with the Government.
Engage in and establish constructive dialogue and partnerships
between international and local stakeholders to support the development of
economic policies and programmes contributing to the progressive
realization of children’s rights.
- Provide
technical support and guidance on national planning and budgeting on
issues related to children’s rights. Assists UNICEF country programme and
government partners in costing policy options and monitoring expenditures
related to social protection and programmes that target children and
vulnerable groups.
- Provide
technical inputs to ensure that national and district development plans
and other social policy and planning documents at the central and district
level articulate and prioritize expenditure for child-targeted programmes
and that they can be refined for adoption through the annual MTEF process.
- Monitoring
state budget resources
- Analyse,
monitor and update current information on state budgeting and spending
patterns for social programmes and decentralization status of social
services on an on-going basis to support advocacy for greater public
resources and budget allocation for social development, the prioritization
of resource allocation for children, and universal coverage of essential
services for children, particularly most vulnerable, to ensure that they
are inclusive and reflect the best interest of children.
- In
coordination with other programmes/units, provide technical economic
expertise in budget monitoring and analysis, public expenditure tracking,
costing of policy options, and participation in national public
expenditure reviews, with a view to influencing these processes and
increasing allocations to children and vulnerable groups.
- Sustainable
decentralization and capacity building
- Collaborate
with the central and local authorities to assist in planning, social
economic policy discussion and service delivery closely responding to the
needs of local communities.
- Collaborate
with the central and local authorities to strengthen community-based
capacity for quality economic data collection and analysis in support of
socio-economic policy development, planning, implementation, coordination,
and monitoring.
- Data
collection, analysis and results-based approach
- Collect
systematically qualitative and quantiative economic data for the sound and
up-to-date assessment of the situation of children and women.
- Analyse
the macroeconomic context of social policy programmes and its impact on
social development, emerging issues and social policy concerns, as well as
implications for children, particularly excluded and vulnerable children,
and propose and promote appropriate responses in respect of such issues
and concerns, including government resource allocation policies on the
rights of children.
- Advocacy
and communication
- Promote
and raise awareness on social economic analysis linked to social policy
and planning for children both the general public and with children’s
rights policy makers.
- Prepare
briefs that periodically update the social sector analysis of national
budgets and advocate for/facilitate the creation of alliances and capacity
building around the issues of social budgeting and child-friendly-budgeting.
- Partnerships
- Establish
effective partnerships with the Government, NGOs, civil society and local
leaders, the private sector, and other UN agencies to support sustained
and proactive commitment to adequate budget allocations for children.
- Participate
in meetings and other national forums (e.g. Public Expenditure Reviews)
and provide technical advice and assistance to government officials and
other partners on strengthening of inter-sectoral efforts to focus on
children in national development planning, budgeting and programming.
- Support
in particular initiatives to enhance capacity of social ministries to
participate in budgetary processes as well as to strengthen decentralized
planning and monitoring of district resource allocations for child poverty
and disparity reduction.
- UNICEF
Programme Management
- Ensure
that the social economic analysis enhances policy dialogue, planning,
supervision, technical advice, management, training, research and support,
- Link
with other programmes and facilitates inter-sectoral linkages at both
national and district level; facilitate both internal and external
learning processes with regard to social policy, budgeting and social
protection issues. Monitor the disbursement of funds and proper
utilization of UNICEF resources and liquidation; liaise and link with
Government ministries and advocate for institutionalization and scaling up
of social economic policy initiatives, with particular attention to
costing issues. Help document and assess experiences.
- Participate
in the preparation of programme reports and annual reports as required.
- Participates
in UNICEF multi-sectoral coordination meetings and Task Forces and
contribute to the activities relating to the cross-cutting programmatic
activities.
Qualifications
of Successful Candidate
- Advanced university degree in Social Sciences,
International Relations, Political Science, International Finance, public
relations, media, communication, or other relevant disciplines.
- Five years of relevant
professional work experience.
- Background/familiarity
with Emergency.
- Fluency of the local
language of the duty station as well as proficiency in English
