OVERVIEW:
UNICEF Uganda is looking for an experience of project manager and community-based health specialist based in Kigali, Rwanda to work on an innovative national campaign that engages community health workers in reporting on critical health issues for pregnant mother , and young children.

The candidate must be comfortable handling all aspects of the project, including:
1. engaging community-based health organizations, including building their capacity and supporting efforts to integrate RapidSMS into their general work and effectively utilize the data;
2. developing a strategy for effective usage of RapidSMS information, focusing on ensuring that reports and aggregate trends are directed to appropriate duty bearers and officials at the local level for follow-up;
3. working with government counterparts including Ministry focal points
4. coordinating with UNICEF and software developer teams to advise them on modifications to the existing web platform (both public-facing and administrative)

BACKGROUND:
UNICEF Rwanda desires to recruit a company experienced in developing on the RapidSMS framework, to support the next development phase for the 1000 Crucial Days Reporting component of UNICEF´s mobile health (mHealth) platform.

During the first half of 2011, the UNICEF Health & Nutrition team will be working closely with the Ministry of Health (MoH) to begin development of a comprehensive mHealth platform built Upon the RapidSMS framework.

The RapidSMS 1000 Crucial Days Reporting module is being adapted from a successful RapidSMS pilot project conducted by PivotAccess in the Musanze District and deployment of existing functionality nationwide previously, and which will be integrated into the existing UNICEF Rwanda mHealth modules. The data reported via mobile phones will include information on pregnancy, birth, ante- and post-natal care, growth and stunting, vaccination, and nutrition of children up to 2 years of age.

While some segments of the mHealth platform have already been developed and successfully deployed, development of this mHealth platform will need to be significantly accelerated in mid-2012, with national scale-up within the year. UNICEF Rwanda requires a project manager to oversee the development of the new features necessary to track additional information, improve data quality, and enhance feedback to Community Health Workers (CI IWs).

PURPOSE:
UNICEF Rwanda needs a skilled project manager and community-based health expert to take a system currently being piloted to a full-blown national campaign with a concrete strategy to reach into communities, gather relevant information, and use it to empower them to address local issues as well as use this information to exert influence on local, regional and national stakeholders as part of a larger governance and accountability strategy. The manager is also expected to ensure information collected feeds into UNICEF and the Government of Rwanda’s programmatic goals: to provide the best possible environment for children to stay alive, safe and learning.

SCOPE OF WORK:
Below are the key tasks to be completed:
1. Oversee the software development of the 1000 Days Tracking module for RapidSMS Rwanda, ensuring features comply to their initial requirements and are delivered in a timely manner.
2. Participate in weekly update meetings with the software development team, responding to user feedback and prioritizing the development of features.
3. Report to UNICEF, Rwanda Ministry of Health and other stakeholders of progress, including analysis of incoming reports
4. Incorporate user feedback and field testing into the overall workplan and strategy of the software development, providing support to the software team to fully specify individual features.
The work required under this contract will be supervised by Dr. Friday Nwaigwe, section chief of Health and Nutrition.

EXPECTED/KEY DELIVERABLES:
1. Summarized reports of overall software development progress, delivered to MoH and UNICEF Health and Nutrition. (Weekly)
2. Updated implementation plan, based on meetings with software development team and stakeholders (End of week 1).
3. Oversee trainings and provide support to project implementation in the field (as necessary).
4. Technical RapidSMS platform recommendations for software modifications / new functionality (End of Month 2).
5. Assessment of RapidSMS system uptake and usage, and partner engagement, with lessons learned and dear recommendations to strengthen the project. Analysis should be both quantitative and qualitative (End of Month 3).

TECHNICAL EXPERTISE:
Required:
• at least 3 years progressive with demonstrated results as a project manager
• experience with a high-level planning unity-based health programs
• experience working with governmental and NGO organizations
• fluency in at least 1 Rwandan national language

Desired:
previous experience with SMS-based campaigns, mobile phone or other technology applications in Africa
