UNICEF Operations Manager Job Vacancy in Gaborone, Botswana

Purpose of the Position
Under the
guidance of the Representative, manages and oversees all operations functions,
viz., admin, finance/accounts, human resource management, supplies management,
IT and security, as well as represents UNICEF in all inter-agency operations
working/coordination groups.
Key Expected
Results
1.
Formulates and implements all the operations components of the Country
Programme Management Plan, defining operations priorities and developing
operations systems to ensure that appropriate strategies are in place to
support the Country Programme. Participates in the country programme strategy,
development, planning and preview/review meetings to identify staffing and
administrative operational requirements.
2. Certifies
and confirms operational transactions through the interpretation and
determination of applicable policies, procedures, rules and regulations, (e.g.,
bank accounts, disbursements within authorized limits, contractual agreements,
personnel administration, purchase of supplies and equipment). Approves
operational transactions within established limits.
3. Advises
and recommends to the Head of Office and HQ when deviation from rules and
regulations may be required and proposes alternative solutions through the
Representative to HQ, to meet office objectives.
4. Monitors
compliance with all the operational systems and procedures. Establishes
relevant internal controls. Ensures accuracy, promptness and appropriateness of
information, and reports to the Head of Office and HQs.
5. Reviews
office structures and operations, and updates job descriptions prior to budget
preparation, in line with the country programme commitment. Prepares budget and
the accompanying justification and documentation. Monitors and controls support
and cross-sectoral budget allotments. 6. Provide technical guidance and support
to various statutory committees submitting appropriate documentation and
relevant reports, i.e. APC, JCP, JCC, CRC and PSB.
7. Manage
recruitment of IPS and NOs
8. Identify
and propose appropriate inputs to UN common services and common premises,
including office rental, security and telecommunication services. Oversee the
management of office equipment and supplies. Also advise staff on appropriate
housing accommodation.
9. Support
the development of a training plan based on a needs analysis, arrange and
implement training activities, monitor implementation within approved
allocation and conduct evaluation of training impact. Provide technical
guidance to the LSDC.
Qualifications
of Successful Candidate
  • Advanced university degree in Accounting,
    Business Administration, Financial Management, Economics, or directly
    related technical field(s).
  • Valid professional certification (CA; CPA;
    etc.) from an accredited chartered accountancy institution, in conjunction
    with a relevant first-level university degree, may be taken in lieu of an
    advanced university degree.
  • Minimum of five (5) years of relevant
    experience at the national and international levels in office management,
    finance, budget, accounting, ICT, human resources, supply or administration,
    some of which should be at the international level.
  • Fluency in English is required.
  • Knowledge of an additional UN Language
    (Arabic, French, Spanish, Russian, Chinese) is considered an asset.
  • Knowledge of the local working language of the
    duty station is an asset.
  • Work experience in emergency duty station is
    an asset.
