This Position Reports to Deputy Minister for Planning and Administration
With support from UNICEF, The European Commission and the Government of Japan, the Ministry of
Gender and Development runs a Social Cash Transfer project to reduce poverty, hunger and starvation in households that are extremely poor and at the same time labor constrained, to increase school enrollment and attendance and improve health and nutritional status of children in all targeted households in Bomi County. With additional support, the program will be expended to one additional county – Maryland. The ministry seeks a qualified Liberian for the position of National Coordinator
Essential functions include, but are not limited to the following duties and responsibilities:
• Provides overall guidance and management oversight and accountability and technical mechanisms for the effective functioning of the Social Cash Pilot Scheme at the national and county levels
• Ensures the smooth and effective operation of the program at national and county levels; ensuring proper targets for the program are identified based on the criteria for selection; ensures and keeps principles of transparency, coordination and administering of the scheme at county level
• Proactively coordinate the project by acting as central point of contact for the project stakeholders including UNICEF, the Government and Social Cash Transfer Secretariat; Liaise internally and work with key stakeholders of the scheme in particular with the National Social Protection Steering Committee, County Social Protection Sub-Committee, Ministry of Gender, UNICEF, all relevant stakeholders.
• Maintains relationship with relevant program and other stakeholders at community and county levels for linkages and networking; supervises the day-to-day operations of the SCT National Secretariat including finances and personnel;
• Ensure the key principles of transparency, coordination and administration of the project, information management, dissemination and sensitization/awareness;
• Oversee preparation of M & E reports and ensure timely submission to relevant stakeholders
• Prepares implementation plan and calendar; submit written monthly/quarterly reports to the subcommittee members: Ministry of Gender and Development and UNICEF; implement the pilot scheme in line with the project implementation document;
• Prepares and submits monthly reports of the program activities in the field; prepares monthly payroll of beneficiaries and submits same to UNICEF for onward submission to selected bank(s); reorganizes regular meetings of the subcommittee members to keep them abreast of the project reference to the implementation plan.
• Actively manage project activities, finances and personnel to ensure project deliverables;
• Approves, monitors and supervises all travels, trainings, materials delivery, community visits and SCT activities; approves and monitors all expenditures of the SCT Secretariat;
• Works with Ministry of Gender and Development Finance Unit in managing funds and finalizing liquidation reports for submission to UNICEF;
• Attends all coordination and networks meetings pertinent to social protection, County Development Steering Committee; conducts training sessions for stakeholders on the goals, objectives, indicators; targeting mechanism, etc.
• Support in the timely implementation of project activities by conducting field visits with government/NGO counterparts to assess local conditions and resources and assists in monitoring GoL/partners inputs.
• Supervises entry and analysis and maintenance of the Social Cash Transfer Database;
• Supervise the day to day operation of the SCT Secretariat; provide general project administration and institutional strengthening and capacity building to project staff & MoGD, among others.
• Performs other tasks incidental to the job. Qualification
• A University degree preferably in Management, Economics, Public Administration, and social work ;
• Must have at least 5 years experience serving in same or similar position
