UNICEF RWANDA wishes to recruit a National Consultant to Conduct a Desk Review of Existing Information on Adolescent Issues
Propose Studies of Identified Gaps

Activity:
Activity 1: Desk review of existing information on adolescents issues and conducts complementary studies on identified gaps (drug abuse, life skills, and early sexual debut school dropout, economic empowerment).

1. Background
Since 2000, Rwanda has been strengthening the involvement of its citizens in the development process, including participation in the preparation of key national development plans (Vision 2020, EDPRS, etc.) One of the key strategies to achieve this is to increase investments in young people due to their growing number in the population (persons who are below 25 years old represent 67%). In this regard, special attention is given, in the EDPRS, to the challenges and opportunities facing young people, in order to strengthen the youth’s participation in the social, economic and civic development of Rwanda.
Despite their consideration as an invaluable asset and a great potential for the development of the country, their situation and the challenges they face are not well known. Poverty, unemployment, Sexual and reproductive health, HIV and AIDS, illiteracy, lack of access to useful information, poor education and lack of other basic social services, are some of the main impediments for Rwandan youth. However, it is not clear how many youth or from which backgrounds are the majority of the unemployed or those living in poverty.

With the assistance of its development partners, the GoR through the Ministry of Youth and ICI, has developed a policy framework and various strategies to support youth development and participation: development of youth friendly services, including life skills based education; vocational training; promotion of sexual and reproductive health services; I IIV prevention package focusing on I3CC and using sport culture and literacy; AIDS mitigation; parent-child communication on HIV; etc. These investments to boost the youth well-being were guided by the generation of evidence and information through various studies, researches, and assessments been conducted over the past years to support and guide programming for adolescents.
The proposed consultancy is aimed to review the existing information, identify key themes in knowledge and interventions as well as identify gaps for complementary studies and researches.

2. Purpose of the consultancy:
The purpose of the consultancy is to conduct a desk review of all existing information on issues of concern to adolescents and young people and identify gaps, propose a road map to addressing them and make recommendations on possible complementary studies to fulfill these gaps.

Specific tasks:
• Propose inception report with a clear interpretation of the colts, indication of proposed methodology and the time frame.
• Undertake a literature/ desk review of available research reports, studies and assessments on youth and adolescents in Rwanda in order to highlight the evidence base. This will involve gathering documents, studies, reports on youth and adolescent development and participation. Review studies and reports on a coalescent from ( other countries to inform the final report for Rwanda.

• Identify existing programmes sponsored by government, NGOs, etc. in support of youth and adolescents participation and development.
• Produce a draft report on preliminary findings of the desk review and possible gaps
• Produce a final report highlighting key findings, identified gaps and propositions of complementary studies and researches to be conducted.

3. Work schedule

Activity Period
• Review terms of reference and propose inception report indicating the methodology and the time frame (Period: 1/2 week
• Gather documents, studies, reports on youth and adolescent development and participation (Period: 21/2 weeks
• Undertake a literature / desk review of researches, studies and assessments on youth and adolescent in Rwanda in order to highlight evidence base.
• Review studies and reports on adolescents from other countries to inform the final report for Rwanda
• Identify existing programmes sponsored by government, NGOs, etc. in support of youth and adolescents.
• Produce a draft report on preliminary findings of the desk review and possible gaps (Period: 1 week)
• Produce final report highlighting final findings, identified gaps and propositions of complementary studies and researches to be conducted. (Period: 1 week)

4. Location and duration of consultancy
• The consultancy location is in Kigali, Rwanda, with travels to the districts.
• The duration of the consultancy is 5 weeks, starting from July — August 2012

5. Qualification and experience
• Advanced university degree in the social sciences or related technical field
• Knowledge of the socio-cultural and political context of Rwanda
• Knowledge of the latest developments in related field
• 5 years Professional work experience in the field of research especially in population / development
• Excellent writing skills and capacity
• Experience of working with UN Agencies or international organizations or ONG.
• Should be fluent in English and French.

6. Deliverables
• Inception report
• Intermediate report with preliminary finding
• Final report (full report, summary version of the final report and power point presentation)
