PURPOSE OF THE JOB
Accountable for professional technical contribution to
ECD & F programme design, planning, administration, monitoring and
evaluation and reporting, aligned with country programme goals and strategy.

- ECD & F data generated, widely disseminated
and used to inform ECD policies in Rwanda and to make necessary corrective
action to the programme.
- Reduction of identified bottleneck and barriers
monitored frequently and feedback loop to decision making established.
- ECD & F capacity development strategy and
action plan developed and implemented.
- Effective communication and network between ECD
& F key stakeholders in Rwanda established and maintained regularly.
KEY AREAS OF RESPONSIBILITY
1. ECD & F programme implementation.
To support ECD & F programme implementation, the
main strategies 😮 be used are: policy advocacy; capacity development- service
delivery, data generation and dissemination, leveraging partnership, in
supporting the core strategies listed above, the incumbent is expected to:
Collect and analyze data on young children and families in Rwanda, with special
focus on the most deprived. Prepare tables, graphs and other statistical data,
Provide technical support to Rwanda Government and partners in enforcement of
ECD policy.

field visits, monitor closely bottlenecks and barriers in the implementation of
ECD & F programme and propose corrective measures timely, Collaborate with
Operations staff to implement internal controls systems in ECD & F
financial and supply management. Review the budget and analyse utilization of
funds and prepare at minimum quarterly reports. Follow up on queries with
operand staff and implementing partners and resolve day-today issues, Provide
support for orientation and training of Government counterparts and all UNICEF
ECD & F implementing partners in UNICEF financial and supply policies and
procedures, Support the management and functioning of the ECD UNICEF team
through organization and participation at the technical meetings,’organization

MINIMUM QUALIFICATIONS AND EXPERIENCE
Education
Advanced university degree in Child Development,
Social Sciences, development planning, statistics, soda economic research or a
related technical field.

Work Experience
2-3 years progressively responsible experience in
Early Childhood Development programme implementation or related area (health,
nutrition, education, protection) would be beneficial.

Language Proficiency
- Fluency in English, local working language of the
duty station.
- Fluency in French would be an asset.
Other skills
Advanced application of Word, Excel and power point is
