2.1. Purpose To assess districts achievements of results for children through the implementation of the 4 HIV /AIDS programmatic areas of the Global campaign “Unite for children, Unite Against AIDS” as articulated in
districts plans.
2.2. Specific objectives
• Document information on the progress of districts implementation of the 4 Ps on children and HIV/AIDS
• Identify strengths, weaknesses, constraints and bottlenecks in the implementation of districts children and HIV/AIDS interventions;
• Formulate lessons learnt from the implementation of the district children and HIV/AIDS plans
• Articulate recommendations to improve future program planning and implementation of the district HIV/AIDS plans to deliver better results for children. 2.3. Expected Result
• Progress towards the achievement of results of children and HIV/AIDS documented
• Bottlenecks analyzed to inform pertinent recommendations to meet planned outcomes As deliverables
• Report of rapid assessment of implementation of districts HIV/AIDS plans integrating AIDS response to children issues developed to inform the new NSP 2013-2017 and district HIV/AIDS plans for better results for children.
• Annexes to the main report including summaries of data, list of individuals consulted, references, …
o Consultant’s scope of work.
• Propose inception report including comprehensive methodology, data collection tool, a work plan for assessment and format for reporting.
• Present the methodology, and data collection tools and work plan to key stakeholders (RBC and UNICEF) before embarking on fieldwork
• Undertake literature review to properly situate the assessment and enrich it with information from different sources.
• Train data collectors
• Supervise and participate in data collection
• Data entry and data analysis
• Produce draft report to be presented to the RBC, UNICEF and other stakeholders
• Prepare a final draft report incorporating the comments of the key stakeholders and make a presentation of key findings and recommendations during the validation workshop
• Review and finalize the report taking into account the comments received during the validation workshop, and share the final report with RBC and UNICEF
o Consultant’s profile and professional experience
o Advanced university degree in public health, medicine sciences or social sciences,
o At least 5 years’ experience in public health/ HIV/AIDS related to program assessment/review including experience in monitoring and evaluation
o Current knowledge of HIV/AIDS issues in Rwanda
o Fluency in writing English is required; knowledge of French is an added advantage;
o Analytical, negotiating, communication and advocacy skills including ability to identify and participate in the resolution of issues/problems;
o Excellent facilitation skills;
o Integrated approach and team building abilities;
o Computer skills, including internet navigation;
o Demonstrated ability to work with various stakeholders on cross sectoral issues in a multicultural environment, and establish harmonious and effective working relationships.
o Responsibilities
5.1. RBC/IHDPC
• Participate in the recruitment process of the national consultant
• Conduct day-to-day follow up of the consultant’s work
• Liaise the consultant with the district official for data collection
• Designate staff for data collection
• Review document( Tools and reports)
• Participate in meeting/workshop
• Disseminate the assessment report and ensure use of findings
5.2. UNICEF
• Participate in the recruitment process of the national consultant
• Sign contract with the consultant
• Logistic arrangement especially during data collection at district level
• Conduct day-to-day follow up of the consultant’s work
• Designate staff for data collection
• Review document( Tools and reports)
• Participate in meeting/workshop
• Participate in dissemination of findings
o Terms and conditions of the assignment
UNICEF will provide funding for this consultancy. The consultant will be hired by UNICEF under official request by RBC. The recruitment process will be coordinated by RBC and UNICEF, with the recruitment panel composed of RBC and UNICEF staff. The contract will be signed between UNICEF and the consultant. The consultant will be based in UNICEF which will provide relevant facilities, including office space. The consultant will be provided with logistic arrangement during data collection at district level.
UNICEF and the consultant will agree on payment modalities according to UNICEF rules and regulations . As there will be no external data collectors, two staff (one from RBC, one from UNICEF) will participate in data collection with the consultant at district level. The logistic arrangement and per diem for field work will be provided by UNICEF. RBC will provide mission authorisation and mission allowances for its staff who will take part in data collection .
7. Period of the consultancy
The consultancy will be carried out in two months from Mid May until Mid-July 2011. The consultant will provide the detailed timeline of the work to RBC and UNICEF upon commencement of the consultancy.
