Duties and Responsibilities:
Under the direct supervision of the
Administrative/Finance Officer, the Incumbent will perform the following
functions:-
Administrative/Finance Officer, the Incumbent will perform the following
functions:-
- Maintain financial records and monitoring systems
to record and reconcile expenditures, balances, payments, statements and
other data for day-to-day transactions and reports.
- Select and enter data from a wide variety of
documents, verifying accuracy by chocking sources, making necessary
calculations and assuring inclusion of all relevant data.
- Prepare recurring reports as scheduled and
special reports as required for budget preparation, audits or other
reasons;
- Advise and assist staff members, experts and
consultants on all aspects of allowances, salary advances, travel dams and
other financial matters, calculate and authorized payments due for claims
and services;
- Maintain liaison with officials of local Panics
to obtain day to day information on exchange and interest rates. changes
in procedures and regulations and matters pertaining to maintenance
of office bank accounts;
- Prepare detailed cost estimates and participate
in budget analysis and projections as required;
- Initiate correspondence to verify data’s, answer
queries and obtain additional information on accounts and financial
transactions, as required;
- Verify that the financial transactions are
correct and in accordance with UNHCR rules and procedures;
- Provide answers and guidelines for
finance-related questions received from field offices and HQ units;
- Prepare and update standard operating procedures
(SOPs) and guidance notes;
- Monitor bank and cash accounts. In order to avoid
negative balances and to ensure that the reconciliations are prepared by
the deadline and adhere to quality requirements;
- Handle petty cash- related requests received from
field offices and prepare the draft Petty Cash Authorization Memorandum;
- Monitor petty cash accounts, in order to ensure
that authorized ceilings and Individual payment limits are not exceeded,
to avoid negative balances and to ensure that disbursements are expended
in the correct financial period;
- Monitor open items according to the wary work
plan.
- Review supporting documentation for tee selected,
high value open items and contra items (opposite San);
- Ensure the function of VAT Management Focal
point;
- Monitor expense and revenue accounts according to
the annual work plan;
- Carry out month-end and year-end closing
activities;
- Participate in the preparation of the financial
Statements and respond to the audit requests;
- Contact Field offices and HQ units and request
correction/adjustment relating to the above issues as appropriate and
necessary;
- Prepare monthly finance-related reports;
- Perform other related duties as required
Qualifications and Experience
- Completion of secondary education with post
Secondary training/certificate in Accounting, Business Administration,
Finance or related fields;
- University degree will be desirable
- With good knowledge of Computer in MS Excel, MS
Word, MSRP and MS Access;
- Minimum of 6 years of previous relevant
professional experience;
- High level of IT affinity (MS Office
applications, people Soft).
- Fluency in English and French (written and
sooner) and excellent knowledge of Kinyarwanda
