Background
The United Nations Development Programme (UNDP) is the UN’s global development network, advocating for change and connecting countries to knowledge, experience and resources to help people build a better life.

Gender Equality is one of the core objectives of UNDP and is implemented throughout the organization in a two-pronged approach: mainstreaming gender in all core practices; and dedicated interventions that empower women and promote gender equality. UNDPs work on gender is guided by the Beijing Platform for Action (BPFA), Convention of the Elimination of All Forms of Discrimination Against Women (CEDAW) and the frameworks provided by the Millennium Declaration, the Millennium Development Goals (MDGs), and country specific gender priorities.

In Papua New Guinea , through the Delivering as One ( DaO) framework and in collaboration with UN Gender Task team, UNDP’s support to gender initiatives is anchored in the National Gender Policy 2011-2015, The Medium Term Development Plan 2011-2015, UNDAF2012-15, and Vision 2050. The support focuses on:
1) Supporting initiatives aimed at addressing gender based Violence including providing updated and comprehensive evidence on the nature, extent and effects of Family and Sexual Violence in Papua New Guinea and findings are expected to lead to the improvement of services for victims and survivors of Family and Sexual Violence and inform strategies to reduce the incidence of GBV and FSV in PNG;
2) promoting initiatives to increase women representation in political decision making processes, and taking up leadership positions. With this support, Equality and Participation Bill was recently gazette and is awaiting the final reading in the parliament. The bill will create temporal measures for 22 reserve seats for women in the national parliament.
3) Promote women empowerment and representation at sub national level in the provincial seats including developing capacity of strategic institutions to address gender inequality;
4)Addressing gender vulnerabilities to HIV and in particular support initiatives to promote the rights of women and girls living with HIV in Papua New Guinea .

Duties and Responsibilities

Summary of key functions:
Under the guidance and direct supervision of the Deputy Resident Representative (DRR), the Gender Specialist advises Senior Management on gender policies and trends and relevant linkages to UNDP programmes. The Gender Specialist provides analysis for formulation of strategies and briefings to Senior Management. The Gender Specialist advocates for and represents UNDP in his/her area of expertise as requested by his/her supervisor.

The Gender Specialist may supervise and lead a team of UNDP experts, international and national consultants and project staff. The Gender Specialist maintains a network with colleagues from UNDP, UN Agencies, Government officials, multi-lateral and bi-lateral donors and civil society.

Duties and Responsibilities
• Advice and support to UNDP management on gender issues
• Advice policy and facilitation of knowledge building on gender issues
• Management of the CO programme and supervision of the Programme team
• Creation of strategic partnerships and support to resource mobilization
• Advocacy and promotion of UNDP’s mandate and mission

Provides advice and support to UNDP management, programmes and projects focusing on achievement of the following results:
• Compilation, analysis and interpretation of gender and GBV/FSV issues and statistical data, thorough research and preparation of top quality analysis and reports.
• Provision of top quality analysis and substantive inputs to UNDAF, CCPD, CPAP and other strategic documents.
• Advice on possible areas for UNDP support and adjustment of on-going programmes to ensure that UNDP programmes are in line with national policies and priorities.
• Production and launch of gender reports.
• Contribution to sub-regional, regional and inter-agency initiatives related to gender issues.
• Representation of UNDP in different working groups and interagency working groups.

Provides policy advice and facilitation of knowledge building and management focusing on achievement of the following results:
• Facilitates knowledge building and mainstreaming of gender and HIV in related perspectives within UNDP programmes and actively participates in corporate UNDP knowledge creation.
• Provision of policy options and high quality advisory inputs to UNDP programmes and projects to ensure these are responsive to national policies, priorities and strategic plans, and advance UNDP’s corporate goals.
• Sound contributions to knowledge networks and communities of practice through identification of best practices and lessons learned.
• Assessment of the country’s gender policies and their impact on poverty reduction, growth, equity, etc.
• Training and capacity building support for UNDP staff and Government officials, public institutions on gender issues.

Ensures effective management of the CO programme and gender specific portfolio focusing on quality control of the full cycle of programming from formulation to implementation achieving the following results:
• Effective application of Results Based Management tools, establishment of management targets and monitoring achievement of results.
• Design and formulation of CO programme within the area of responsibility, translating UNDP priorities into national interventions. Coordination of programme implementation with the executing agencies.
• Effective monitoring, measuring the impact of the CO programme and evaluation. Constant monitoring and analysis of the programme environment, timely readjustment of programme.
• Quarterly reports are regularly prepared on activities, outputs and outcomes. Preparation of donor reports.
• Organization of cost-recovery system for the services provided by the CO to projects in close collaboration with Operations Manager.
Ensures creation of strategic partnerships and support to resource mobilization focusing on achievement of the following results:
• Development of partnerships with other UN Agencies and task teams, including the Joint UN Task Team on HIV, Health Task Team, MDG and Governance Task Team and other task teams. Also the specialist will strengthen partnerships with government institutions, bi-lateral and multi-lateral donors, private sector, civil society based on strategic goals of UNDP, country needs and donors’ priorities.
• Analysis and research of information on donors, preparation of substantive briefs on possible areas of cooperation.
• Production of periodic updates and briefs on country development situation to be used by stakeholders, CO and HQ.
• Undertaking of selected studies/research on emerging development concerns that feed into government/development partners processes
Advocacy and promotion of awareness of UNDP mandate and mission focusing on achievement of the following results:
• Public and policy advocacy for corporate gender policies, the Millennium Development Goals, pro-poor and equitable economic growth by participating in relevant forums, conferences and trainings.
• Support to monitoring progress and formulation of strategies towards the achievement of the Millennium Development Goals.
• Management of events and publications on gender issues.

Required Skills and Experience

Education:
• Master’s Degree in social science especially gender studies, or relevant discipline

Experience:
• Seven years of increasingly responsible professional experience in the substantive area, of which five years at the international level
• Extensive experience in research and policy-level analysis.
• Substantial experience in design, monitoring and evaluation of gender projects
• Experience in the usage of computers and office software packages, experience in handling of web-based management systems and advanced programmes for statistical analysis of data.

Language:
• Fluency in English language, including excellent drafting and presentation skills.
• Knowledge of duty station languages ( Tok pisin, Motu) will be an asset.
