Background
The Communications Consultant will be based in the RC Office and supporting UNDP and RC Office communications on a 50 / 50 percent basis. The Communications consultant will report directly to the UNDP Deputy Resident Representative and Chief of RCO, a.i./ M&E Specialist based on the outputs and as guided by them.

Primary task will be to advocate and promote UNDP and RC Office mandates, mission and purpose through effective information sharing within the UN system, with development partners, international stakeholders, and others as relevant. The Communications consultant will assist the formulation and implementation of effective internal/external communications practices, including regular updates on the UNDP.

Duties and Responsibilities
The Communications Consultant will be based in the RC Office and supporting UNDP and RC Office communications on a 50 / 50 percent basis. He/She will report directly to the UNDP Deputy Resident Representative and Chief of RCO, a.i./ M&E Specialist based on the outputs and as guided by them. Her/his primary task will be to advocate and promote UNDP and RC Office mandates, mission and purpose through effective information sharing within the UN system, with development partners, international stakeholders, and others as relevant. S/he will assist the formulation and implementation of effective internal/external communications practices, including regular updates on the UNDP Project and RC Office activities, and timely contributions to UN agency-wide communications.

S/he will manage UNDP and RC Office meeting records, shared folders and project archives, and contribute to conveyance of key communication key messages through preparation of advisory notes, briefings, talking points and presentations for senior management. S/he will maintain an inventory of UNDP and RC Office knowledge management for sharing within the UN system. S/he will proactively identify communication opportunities and challenges and develop plans to meet these accordingly.

UNDP Related Outputs-1
• In consultation with UNDP senior management, establish and implement effective internal and external communications strategy/practices, contributing to optimal coordination internally, within UN system and amongst key development partners and international stakeholders.
• Corresponding to a communications strategy, design and implement relevant internal/ external information/communications practices, systems and products.
• Prepare advisory notes, fact sheets, talking points / briefings, and periodic updates on the UNDP management, as well as regular update contributions to the UNDP website.
• Coordinate and manage all UNDP publication activities, including content management, publishing standards, design, translation, and dissemination, ensuring quality of all communication materials.
• Provide constructive and timely advice on inclusion of communications components in all aspects of the projects, and advise UNDP staff on consistent integration of effective communication practices, including project developments, updates and successes.
• Liaise and coordinate efforts with the other Communication Office, other UN agencies and international stakeholders.
• Regular coordination and complementary support to the UNDP Planning, Monitoring and reporting staff, ensuring integrated approach to all reporting, and backstop as necessary.
• Prepare regular media updates on relevant political / electoral media reports.
• Promote knowledge-sharing among UNDP staff and with other UN agencies, and identify synergies.
• Where appropriate/possible, plan field visits with partners (donors and international stakeholders).

Resident Coordination Office Related- Outputs-2
• Coordinate the organization of 3 UN celebrations
• Create media engagement products for the RC and UNCT
• Create internal communication products for RC Office
• Review of One UN Website and creation of digital communications strategy
• Coordination of Delivering as One branding guidelines and visibility materials

Deliverables:

UNDP Related Activities:
• Effective internal communication procedures and processes developed and implementation ensured, including management of meeting records, project archives and shared drives. (3 months)
• UNDP website with regular information about UNDP Projects updated. (ongoing)
• Development of communications strategy for UNDP with advice and practical assistance to develop and implement communications components within all aspects of UNDP Projects.
(2 months)
• Dissemination of UNDP information is ensured in the joint UNDP communications strategy through communication reports and regular interaction within the UN communications group. (ongoing)
• Liaise with cross-agency communication platforms of the different international partners and stakeholders, and keep UNDP management regularly updated on related issues. (ongoing)
• Develop and design the UNDP projects leaflet (One pager for each project) in collaboration with the project staff to reflect the projects activities
• Contribution to UNDP Project reports through editorial and layout quality, as well as assist staff to capture and disseminate relevant updates and successes in reporting and correspondence. (ongoing)
• Support UNDP programme to develop at least three knowledge products (3 months)
• Relevant political information provided through regular media updates(ongoing)
• Perform any other assignment as requested by the UNDP Senior Management (ongoing).

RC Office Related Activities:
Coordinate the organization of 3 UN celebrations in 2nd – 4th Quarter 2012:
• 2nd Quarter: IFJ World Press Freedom Day activities in PNG and help implement any joint UN activities.
• 3rd Quarter: Create and implement a strategy for UN Day activities 2012 including cocktail reception, DaO training for the media and UN sustainability fair.
• 4th Quarter: Design and implement a strategy to support 20 Days of Activism. Facilitating media engagement for UN day and all International Days that fall in the 20 Days of Activism
Create media engagement products for the RC and UNCT as following:
• Working with Task Teams and agencies on RC speeches; ensuring media receive soft and hard copies of RC speeches (ongoing)
• Writing UN press releases and sending them to all media contacts; sending out key press releases and statements from UN Headquarters; sending out press releases on behalf of agencies. (ongoing)
• Working with RC and TT focal points on RC Op-Eds and ensuring placement in the media. (ongoing)
• Media interviews arranged around key UN issues and International Days for the RC and UNCT. (ongoing)
• Press conferences arranged around key UN visits and issues.
• UN media get-togethers arranged to ensure constant contact with the media about UN campaigns, events and advocacy. (monthly)

Create internal communication products as following:
• On a daily basis, provide media monitoring services to UN PNG: by scanning both national papers for articles featuring the UN; keep track of radio and TV interviews conducted by the RC and UNCT and obtain copies; and identify opportunities and facilitate the reprinting of UN articles in regional and global newsletters, websites and other media outlets. (daily)
• Deliver trainings to UN staff on communication: How to write an effective press release, How to use Facebook, Grammar gremlins to avoid etc.
Review of One UN Website and creation of digital communications strategy:
• In conjunction with a contracting agent review the One UN Website for PNG – including the information architecture, design, content, SEO etc. and make recommendations to ensure it is relevant and user-friendly.
• Work with the contracting agent on implementing the recommendations required to enhance the website and increase its use ability, functionality and visibility.
• Create a mechanism to ensure that content is regularly supplied by UN staff and that it is uploaded to the site regularly and promptly.
• Work with the contracting agent on creating an overall digital communications strategy that takes into account the website; a review of the Wanwok newsletter (internal or external mechanism) and its integration into the strategy; an internal intranet for staff; and social media integration (Facebook, blogs, YouTube etc.)
• Implementing all components of the final digital communications strategy.
Coordination of Delivering as One branding guidelines and visibility materials:
• Working with a contracted designer to produce DaO PNG branded visibility materials, including a presentation folder and brochure.
• Finding and implementing a cost-effective method for printing the visibility materials.
• Working with the designer on creating a ‘style guide’ for UN PNG branded materials that includes use of logo, use of UN blue, and templates for letterhead, business cards etc.

Required Skills and Experience
Experience:
• Bachelor Degree in relevant field

Experience:
• Minimum 2 years of experience designing and implementing effective internal / external communications strategies, underscored by effective communication (writing) skills.
• Experience working within national and International organization in communication related issues.
• Experience working in PNG or a demonstrable knowledge/understanding of the current political context is desirable.
• Experience building staff capacity.
