Background
In November 2006, the UN Secretary-General’s High Level Panel on System-Wide Coherence produced a set of far-reaching recommendations for UN reform aimed at improving the coherence and effectiveness of the UN System at country level. The report highlights that the UN System is not currently equipped to respond to the challenges set by the Millennium Development Goals due mainly to fragmentation, duplication, and lack of focus. In January 2007, Rwanda was selected as one of eight pilot countries where the ‘One UN’ models will be tried out. Around the same time, the UNCT in Rwanda started elaborating its second Common Development Assistance Framework (UNDAF) for 2008-2012, thus providing the necessary programmatic coherence for the implementation of the ‘One Programme’ model in Rwanda.

UNDP has been designated
(i) the lead UN agency for
(a) UNDAF Result One related to Good Governance enhanced and sustained, and
(b) UNDAF Result 4 on Environment;

(ii) the Administrative Agent of the One UN Fund, and (iii) Chair of the UN Operations Management Team (UNOMT) responsible for leading the harmonization and simplification of policies and procedures among UN agencies.

In late 2009, UNDP embarked on a CO repositioning exercise with a view to aligning the CO capacities with the new Country Programme priorities, and to meeting the expectations placed upon UNDP within the context of the One UN (Delivering as One “DaO”) and the Paris Declaration. The CO’s new Vision Statement is for UNDP Rwanda to provide “

quality advisory services, and contributes to the development of national capacities in order to achieve Rwanda’s development goals

”. To achieve this, the CO developed the following Mission Statement
: “UNDP Rwanda, through the UN Delivering as One process, will contribute to providing effective and efficient support to the Government of Rwanda in achieving the Millennium Development Goals as well as in the areas of Governance and Environment”.

Accordingly, a new CO structure has been established and new functions redesigned to focus on the delivery of upstream advisory services and cost-efficient development support services in Rwanda.

Under the guidance and direct supervision of the UN Resident Coordinator and in close cooperation cooperation with the UN Coordination Specialist, the UN Coordination Analyst acts as focal point for all Non-Resident Agencies (NRAs) in the context of One UN and strengthens capacity of the UN Country Team, analyzes political, social and economic trends and provides inputs to preparation of country programming products including the Common Country Assessment (CCA) and United Nations Development Assistance Frameworks (UNDAFs), supports the national strategies setting, provides assistance to development and implementation of the collaborative and joint programmes and monitors progress towards the Millennium Development Goals (MDGs) and Global Conferences. The Coordination Analyst provides support to agencies without field representation to access national systems and for national counterparts to access the expertise of the NRAs.

The UN Coordination Analyst works in close collaboration with UNCT members, particularly NRAs, programme and operations teams of the Agencies, UNDGO staff and Government officials, technical advisors and experts, multi-lateral and bi-lateral donors and civil society ensuring successful implementation of UNCT activities. The NRA Coordination Analyst’s main function is to provide support for the inclusion and equal participation of Non-Resident UN agencies and other entities during the One UN process.

Duties and Responsibilities
1. Ensures effective support to UNCT, particularly NRAs, in preparation and implementation of country programming processes and products, including CCA and UNDAF and UN programmes coordination focusing on achievement of the following results:
Effective liaison with and representation of the Non-Resident Agencies (NRAs) in the RC Office and provision of effective and timely inputs to all UN activities.
Inform RC about NRA mandates, capacities, expertise and available services so that RC can fully perform her/his role as Representative of NRAs, including in interactions with national counterparts.
Participation in the work of the CCA Thematic Group activities and preparation of NRA inputs to CCA.
Participation in the work of the UNDAF Working Groups and preparation of inputs to UNDAF, focusing on NRAs.
Participation in the work of theme groups organized around the UNDAF outcomes, including support for monitoring and evaluation within the context of the UNDAF Results Matrix, the UNDAF M&A Plan.
Monitoring of all Joint/Collaborative programmes/initiatives of the UNCT and provision of periodic reports as necessary.
Stay abreast of general UNCT activities to be able to identify developments and events relevant for NRAs as well as opportunities for contributions of NRAs and keep NRAs informed
Identification of strengths and weaknesses in UN Agencies programmes in the context of UNDAF, UN System reform and MDGs. Preparation of high quality documents summarizing the developments in the UNDAF areas of cooperation. Provision of advice on adjusting strategies and implementation modalities.
Identification of development opportunities for NRAs related to UNCT activities as well as opportunities for contributions of NRAs.
Active identification of NRAs interested in contributing to the ‘One UN Programme’ initiative, including Joint Programmes. Building on the participation of NRAs in the common country programming process, identify in consultation with NRA, and with national counterparts potential Joint Programme opportunities with NRAs Support in integrated planning, rationalization of funding and use of technical expertise between agencies
Follow-up on NRA contributions to the One UN Programme and provision of NRA’s inputs in the One UN Programme Results Matrix.
Support to integrated planning, rationalization of funding and use of technical expertise between agencies.

2. Ensures preparation and implementation of the RC Work Plan focusing on the achievement of the following results:
Drafting of inputs from NRAs to the annual RC Work Plan, ensuring their effective implementation by the NRAs, and inputs to the preparation of Annual Report.
Support to NRAs in preparation of proposals for funding and Joint Programmes.
Support the RC in reaching out to NRAs.
Technical support for UNCT Retreats to review the annual work plan and other UNCT meetings.
Coordination of substantive preparations and support provided for UNCT retreat to review the annual work plan and other UNCT meetings.
Assisting the monitoring of the Support to the Resident Coordinator (SRC) fund and other funds dedicated to UNCT activities. Approval of expenditures reports.

3. Ensures effective advocacy of UN activities, particularly those of NRAs, in close consultation with UNIC and the information/ communication focal points of the UN system focusing on the achievement of the following results:
Strong advocacy of and support to implementation of the ‘Delivering as One’ initiative under UN Reform.
Ensure the inclusion and representation of NRAs in Joint Communications.
Collecting inputs for speakers’ notes, talking points, speeches for major advocacy events of the RC system in close consultation with the UNCT and partners.
Monitoring of the UN website maintenance, particularly NRAs content

4. Ensures creation of strategic partnerships and implementation of the resource mobilization strategy for UNDAF implementationfocusing on achievement of the following results:
Development of partnerships with IFI’s, government institutions, bi-lateral and multi-lateral donors, private sector, civil society., with focus on NRAs activities.
Support the analysis and research of information on donors, preparation of substantive briefs on donor strategies and national development strategies, provision of advice to UN RC on ensuring synchronicity, alignment and complementarity between these strategies and UN activities.
Assistance in the coordination of the substantive preparations of the UNCT for CGs, roundtables and other key events in close consultation with appropriate counterparts in government, bilateral and multilateral partners.

5. Ensures facilitation of knowledge building and management focusing on achievement of the following results:
Identification of sources of information related to coordination of NRAs. Identification and synthesis of best practices and lessons learnt directly linked to country policy goals.
Provision of referral services for agencies without field representation to access national institutions and processes and for national partners to access the expertise of agencies without field representation.
Sound contributions to knowledge networks and communities of practice.
Organization of trainings to UN staff on coordination issues, particularly focusing on the needs of NRAs

Required Skills and Experience

Education:
Master’s Degree in Economics, Political / Social Science, Business/Public Administration, or other development-related field.

Experience:
Minimum 2 to 5 years of relevant experience at the national or international level in providing management advisory services in the environmental protection and project management areas, and hands-on experience in design, monitoring and evaluation of development projects.
Experience in the usage of computers and office software packages and handling of web-based management systems essential.

Language Requirements:
Fluency (both verbal and written) in English and French, and the national language of the duty station.
