About
UNRA:
The
Uganda National Roads Authority (UNRA) was established by an Act of Parliament;
The Uganda National Authority Act, No. 15 of 2006. UNRA became operational on
1st July 2008.  The mandate of UNRA is to develop and maintain the
national roads network, advise Government on general roads policy and
contribute to addressing of transport concerns, among others.

Job
Summary:

The Pavement Specialist will be responsible for providing professional advice
and development of pavement design and highway construction. The job holder
will also be responsible for the compilation and analysis of the pavement
condition and other relevant data including construction data and assist in
evaluation of trends and patterns in pavement condition. In addition, the
Pavement Specialist will be responsible for the design and quality assurance of
pavement works and periodically monitoring the performance of the pavement and
ensure life cycle cost effectiveness.
Key
Duties and Responsibilities:
  • Keenly
    review and update the Authority’s pavement manual, standard drawings and
    specifications in line with UNRA guidelines;
  • The
    job holder will plan, develop and coordinate the implementation of the
    designs for all pavements in line with approved UNRA standards;
  • Plan,
    review and suggest modifications to all pavement performance related
    aspects in construction, maintenance and pavement design standards;
  • Plan
    and develop cost effective and innovative solutions for road/ pavement
    construction and maintenance projects in line with international standards
    and best practice;
  • Actively
    monitor compliance with standards and specifications for pavement design
    and workmanship;
  • Develop
    and implement sound leading edge pavement solutions for internal and
    external clients in line with international standards and best practice;
  • Develop
    and implement systems for conducting investigations into causes of
    pavement deterioration on UNRA roads in line with UNRA guidelines and
    standards;
  • Plan
    and implement a system of managing risks in the pavement design activities
    and develop risk mitigation measures;
  • Mentor
    and manage the performance and development of staff under the section.
  • Perform
    any other duties as assigned by the Head Design.
Qualifications,
Skills and Experience:
  • The
    applicant for the UNRA Pavement Specialist job vacancy should hold an
    Honors Degree in Civil Engineering, Highway Engineering;
  • For
    those with a Bachelor’s Degree, a Master’s Degree in a related field and
    other post graduate qualifications in Civil Engineering or other relevant
    field will be an added advantage;
  • Professional
    registration with the Professional Engineers Registration Board (ERB) or
    its equivalent in the Commonwealth is mandatory;
  • At
    least five years’ experience in Pavement/ materials engineering;
  • Prior
    exposure and experience in highways construction and pavement engineering
    and mix
  • design
    is an added advantage;
  • High
    level of integrity;
  • Computer
    literacy skills
  • Excellent
    track record of outstanding performance;
  • Excellent
    interpersonal, particularly staff/management relation skills
  • Excellent
    oral and written communication skills;
  • Proven
    ability to manage/supervise multi skilled teams and deliver accurate
    results in a timely manner and in an environment with multiple and
    challenging tasks.
