the Tony Blair Institute for Global Change we are dedicated to making

their people and their governments, address some of the most difficult
challenges in the world today – beginning with those where we think we can
break new ground, offering leaders new thinking and new approaches. Our staff –
over 200 of them, based all over the world – are working on some of the most
intractable problems around issues of co-existence, governance, the peace
process in the Middle East and renewing the centre.

Focus of the Role:
The
Government of Rwanda (GoR) has initiated a broad economic reform agenda from
which ambitious but achievable targets have been set for growth and poverty
reduction. One of the key pillars of Rwanda’s Vision 2020 is “private
sector-led development”, spearheaded by competitiveness and entrepreneurship.
Looking forward, the new Vision 2050 charts ambitious economic objectives that
can only be achieved through structural transformation and targeted,
export-oriented industrial policy to generate employment in agro-procesing,
manufacturing, industry, and services.The Intern will work alongside TBI
Rwanda’s 9-member team of Advisors based across key private sector- and
export-facing institutions of the Government of Rwanda: namely, the Rwanda
Development Board (RDB), National Agriculture Exports Board (NAEB), Ministry of
Trade and Commerce (MINICOM), and Ministry of Finance and Economic Planning
(MINECOFIN). At the heart of this internship is the goal of strengthening and
deepening intra-governmental coordination on agriculture and agro-processing
investment promotion.
The
Intern will support the TBI team and their government counterparts in the
cross-government coordination and lifecycle management of investment
activities, including:
·        
Support RDB, NAEB, MINICOM, and
MINECOFIN to coordinate on attracting and implementing agriculture investment
·        
Undertake socio-economic analysis of
Rwanda’s comparative advantages and investment opportunities in the agriculture
and light manufacturing sectors, with a view to provide strategic advice and
help develop/implement bankable projects
·        
Support TBI and senior government
counterparts in mapping, proactively sourcing, and managing key stakeholders,
including foreign and domestic investors, development partners and various
government institutions.
·        
Identify sector and sub-sector
priorities and map investment opportunities, reviewing and building on existing
knowledge, and engagement with government
·        
Support in the evaluation and analysis
of specific investment proposals for economic rationale and compatibility with
the country’s overall investment strategy
·        
Support the GOR teams to build the
requisite skills, systems, and structures to improve and institutionalize the
investment promotion within the respective ministries/agencies
·        
Work in coordination with counterparts
across multiple ministries and agencies within the Government of Rwanda, often
with limited capacity, resources and under severe time constraints
·        
 Provide agile support for ad hoc investment related
projects
What We Look For in
Our People:
·        
Currently pursuing a master’s degree in
public policy, economics, business, finance, trade, agribusiness or related
fields
·        
At least 2-3 years of experience
working on private sector development in emerging markets, including but not
limited to issues related to international trade, private investment,
commercial agriculture and industrial development
·        
Strong analytical skills, including
sound knowledge of data analysis Strong communications skills, including delivering
high quality presentations as well as effective cross-cultural and
interpersonal communication
·        
Effective inter-personal and leadership
skills.
·        
Team player with an ability to develop
and foster relationships with counterparts across a large organization
·        
Above all, we are looking for
individuals with high levels of enthusiasm, resilience, and a can-do attitude.
·        
Experience of living and working in
developing countries is desirable but not essential

Intern will be a member of TBI’s team in Rwanda. The team consists of nine
experienced advisors providing embedded support to key economic institutions of
the government. The Intern will benefit from network effects of the TBI Rwanda
team, as well as TBI’s Inclusive Growth practice, through which they will gain
from and contribute to the expertise of TBI’s teams across Africa and beyond.
