Africa faces a
shortage of 1.5 million health workers. The continent suffers 33% of the world’s maternal and child disease, yet has only 3% of the global health workforce. Nowhere is the crisis worse than in rural areas of Liberia, which was left with just 51 doctors after its 14-year civil war. Today, people in remote villages of southeastern Liberia have to walk up to 17 hours to reach a clinic.
Founded
by survivors of Liberia’s civil war, Tiyatien Health is a start-up NGO that is redefining how post-conflict nations rebuild rural public health services. Filling the massive health worker shortage in rural post-conflict areas, we recruit and train villagers to serve as frontline health workers, delivering comprehensive home-based medical and social services in villages previously thought unreachable.
We
are growing quickly. Our initial cadre of frontline health workers delivers more than 2,000 home patients a month and has made HIV, epilepsy, and depression treatment available for a rural population of 23,000 people. This year, TH will be expanding our services to a population of 34,000 people in Liberia’s remote Konobo District.

|
The
Finance Officer is the senior-most finance staff leader at Tiyatien Health. Based at Tiyatien Health’s headquarters in Zwedru, Grand Gedeh County, this position is fully responsible for managing Tiyatien Health’s Liberia-based financial processes across three offices in Zwedru, Ziah Town and Monrovia. This includes overseeing and reporting expenditures, upholding financial controls, measuring performance against budget, completing timely and accurate reports for internal and external stakeholders, improving TH’s financial systems, and helping the organization improve efficiency and reduce costs. This position is a management position reporting to the Director of Operations
Tasks & Responsibilities:
1.
Prepare regular financial reports for all of Tiyatien’s projects & grants.
2.
Keep track of all financial transactions via QuickBooks, generating reports to predict budget performance, demonstrate compliance with financial controls, and otherwise share financial information with the TH executive team.
3.
Work with Administrator, Logistics Officer and Director of Operations to prepare procurement documents and confirm the financial feasibility of any requested expenditures.
4.
Oversee the maintenance of a hard copy good filing system and electronic backup for all project financial documents. Ensure excellent financial records management to ensure that information is available for internal and external reports and financial record archives are in compliance with grant agreements.
5.
Brief the Director of Operations weekly on financial information and the status of financial activities.
6.
Manage the finance team – including finance assistants and filing clerk – to ensure a high level of performance from staff and on-time deliverables.
7.
Support Tiyatien Health’s capacity-building efforts by assisting junior level staff to develop budget management skills and an understanding of financial planning.
8.
Ensure 100% compliance with Tiyatien Health financial controls as well as donor requirements and regulations. Counsel or direct all staff members, including senior-management, in appropriate financial practices.
9.
Deliver high performance on all internal and external periodic auditing exercises.
10.
Ensure the proper functioning of TH’s financial resources management system; maintain reliable financial recording/reporting systems and follow-up protocols for external audit recommendations.
11.
Together with US-based finance counterparts and senior leadership, develop and improve internal Standard Operating Procedures in Finance Systems management.
12.
Provide ongoing feedback on TH’s financial systems, guiding the organization towards best practice.
13.
Participate in periodic systems improvements in accordance with financial strategic priorities plan and financial calendar.
14.
Ensure administration of budgets and functioning of the optimal cost-recovery system.
15.
Assume responsibility for proposing cost-saving steps to TH executive team.
16.
Work with the Administrator/HR officer to ensure that staff contracts are properly managed in accordance with budgets and project timelines.
17.
Oversee outgoing payments and payment requisitions to ensure compliance with TH and donor controls.
18.
Under the supervision of the Director of Operations, organize regular meetings with Program and Logistics staff to ensure optimal alignment of activities with budgets, cash flow and procurement strategies.
19.
Prepare transfer proposals for TH-US funding & submit to Program Coordinator and US-based Finance Team for approval. Confirm receipt of funds upon arrival.
20.
Manage the financial team to provide the following on-time financial deliverables:
a.
Monthly bank reconciliation for all accounts;
b.
Cash flow forecast for use by management staff;
c.
Review of cash position to ensure sufficient funds on hand for disbursements;
d.
Donor-required financial reports; and
e.
Monthly payroll disbursement.
21.
Oversee the maintenance of the following on-going financial documents and processes
a.
Project ledger;
b.
Real-time data entry of all financial transactions;
c.
Cash receipts/disbursements ledger;
d.
Petty cash ledger;
e.
Payroll register;
f.
Employee/travel advances; and
g.
Security and other deposits.
22.
Maintain all bank account information, including online banking, and develop and nurture a positive and productive relationship with the bank manager.

Requirement: |

· At
least a university level education in accounting or a related field is required
· At
least two years of experience in relief/development work managing grants and different funding streams.
· At
least four years’ experience working in finance.
· Excellent
organizational and time management skills.
· Flexibility
and ability to handle multiple tasks at one time
· Impeccable
personal integrity and honest character
· Extensive
knowledge of standard accounting practices and budget management.
· Ability
to design new systems, implement policies, and train staff.
· Strong
communication, interpersonal diplomatic skill when in contact with staff and representatives of other national and international organizations.
· Experience
conducting training or workshops in a multicultural setting an advantage
· Must
be able work independently while a strong team player
· Strong
computer skills:
o Ability to
read and respond to high volume of daily emails using a gmail platform.
o In-depth
experience using MS Word to edit, revise and produce documents.
o In-depth
experience using MS Excel – must be able to format worksheets, create basic formulas, create tables, design templates.
o Database
experience and knowledge of financial software such as Quickbooks strongly preferred.
