VACANCIES ANNOUNCEMENT

The Public Service Recruitment Secretariat was established in accordance with Section No. 29 (1) of the Public Service (Amendment) Act, No. 18 of 2007. One of the main functions of this organ is to advertise vacant posts occurring in the Public Service and conduct recruitment process.
On behalf of the Ministry of Industry and Trade (Tanzania Industrial Research and Development Organisation – TIRDO Public Service Recruitment Secretariat invites qualified Tanzanians to fill the vacant post below:-

DUTIES AND RESPONSIBILITIES
• Chief Executive Officer of the organization responsible to the Council.
• Formulates, defines and commends to Council the short and long term plans and strategies to achieve the organization’s objectives.
• Develops procedures and systems of operations of the various activities to ensure that the organization meets its objective effectively and efficiently.
• Responsible for the interpretation and implementation of the technical, financial and administrative policies of the Council.
• Responsible for the administration of appointment, promotions and discipline in the organization.
• Ensure that all actions of the Organization are in compliance with Government policies.
• Develops and reviews the Organization’s structure to ensure smooth executive coordination and efficient management.
• Maintains good employee relations to ensure continued existence of high staff morale.
• He is the Accounting officer of the Organization.
• He is the Chief Spokesman of the Organization.

1.1.2 QUALIFICATIONS AND EXPERIENCE
• Ph.D. holders in Natural, Social or Engineering Science and must hold B.Sc. with Upper Second
• Working experience of at least 8 years of experience in research work after PhD, five (5) of which in managerial position.
• Must have 15 publications after Ph.D.
• Should be a mature person able to command respect among chief executives of other organizations.

1.1.4 IMPRESSIVE MANAGERIAL QUALITIES IN RESPECT OF:-
• Planning ability and experience.
• Coordination ability and experience, and particularly of research projects and/or programmes.
• Proven ability to attract/solicit/realise diversity of funding to support the core activity of institution. Essentially, this includes skills and experience in resources mobilization from external sources, the Government as well as from potential internal TIRDO sources
• Financial control ability and accountability.
• Team building ability and delegation without abdicating responsibility.
• Monitoring and evaluation abilities and experience.

• 1.1.6 OTHER COMPLEMENTING QUALITIES INCLUDING:-
• Good understanding of the state of industrial research and development in Tanzania vis-a-vis that of emerging and fast developing economies.
• Corporate culture.
• ICT literacy.
• Any other attributes deemed relevant by the Search Committee.
