District Hospitals and to fill vacant positions in the Approved MoH-SPIU

Director of District Hospitals (Gakoma, ,Kigeme, Gihundwe, Byumba and Kabaya)

 Medical
Doctor with a Master in Public Health, Epidemiology with clinical experience of
at least 2 years in public health facility or Bachelor degree in General
Medicine with clinic experience of at least 3 years in Public health facility.

Responsibilities:

Connecting the District Hospital and FOSAs in the catchment area with Central
and Local authorities, _ Organize, coordinate and supervise health services
within the hospital and health facilities in the catchment area at a technical
and administrative levels

Ensure all management services, and teams(administration of the hospital,
management committee, board of directors…) and health facilities in the
catchment area are fully operational

Ensure availability and full implementation of all administrative and technical
documents governing the management of Districts Hospitals and technical
services in hospital(Intemal manual-: ROI, Norms and standards, Policies,
Procedures and guidelines, Action plan, Strategic Plan, Master plan..) and
health facilities in the catchment area .

Support the Health Team at District Level MINALOC and MINISANTE to Coordinate
partners around DH’s Plan for all health matters

Assure proper and timely M$E of all health activities in the district, FOSA,
and Communities

Coordinate and timely send to the mayor copy to central authorities all health
reports and plans required ( from the community up to . District Hospital )

In collaboration with the Administrator, supervise financial and administrative
management of the hospital and health centres in the catchment area

Coordinate technical supervision of Health Centres and chair the monthly health
coordination meeting

Chair the monthly management committee meeting of the District Hospitals

Play the role secretariat of the Board of Directors of the Hospital meeting

Assume at least 50% of his time in clinical activities in the hospital of
public or faith based FOSAs in the catchment area

Assure proper and timely dissemination of health activities of the district by
health professionals

Promote research among the district health professionals min coordination with
the central level and respecting national rules

they can independently implement clinical health activities especially HIV/AIDS

Coordinate support to districts for effective monitoring and evaluation of
cohorts of patients treated with ART in order to ensure – ‘ accurate and timely
reporting to MOH and donor organizations.

Coordinate support to districts and their partners for the opening of new
HIV/AIDS services.

Ensure Integration of health interventions across all departments in MOH.

Coordinate planning efforts by partners for their health related interventions
in districts.

Seven year Government program, EDPRSII and Vision 2020;

Responsibilities:

Working with Districts, the Ministry of Health and Rwanda Biomedical Center
Departments and Units, all beneficiaries of Mol-I-CDC COAG funding Mechanism
and Program Officers during the process of planning, implementation, and
Monitoring and Evaluation.
Planning:
Support
clinical transitioned sites and other sub-recipients (EHD, HMIS, Referral
Hospitals, local NGOS) in annual COP planning including developing a project
narrative and elaboration of annual work plans.

Support transitioned sites in setting their annual targets as regards HIV
prevention, care and treatment, and enter them into DATIM.
•Follow
up of the implementation of planned activities in all supported components.
This involves verifying and approving requests of funds for activity
implementation.

Participate in elaboration of annual PEPFAR Expenditure Analysis: filling out
the program sheet, calculation of expenditures for cross-cutting activities,
and data entry into the system.
Supervision
and Mentorship:

Regular Data Quality-Assessments and mentorship in data management to all
transitioned sites.

Monitor the implementation of the activities in the transitioned health
facilities

Provide technical assistance to transitioned sites to help with data management
and reporting, especially on PEPFAR indicators.

Conduct joint site visits with CDC in-country team for service and data quality
improvement.

Provide regular support and supervision to M&E staff at District Hospitals
so that they, in turn, support the health centers.

Preparation and participation in internal (MOH & RBC) and external (CDC
&GF) onsite data verification.
 Monitoring
and Evaluation:

Progress reporting to PEPFAR on PEPFAR indicators (Quarterly, semi-annual and
annual reports) and quarterly reporting to MOH/SPIU

Provide M&E expertise in the implementation of the M&E Plan, build
capacities of staff at central and district levels

Ensure that data quality standards are monitored, met and reported timely.

In collaboration with all stakeholders, strengthen existent M&E systems and
tools, and training materials

Collect and analyze periodical reports and other information from the project
implementing entities;
