The Maternal
and Child Survival Program (MCSP) is a global, USAID Cooperative Agreement
operating in 24 high priority countries to introduce and support high-impact
health interventions with the ultimate goal of ending preventable child and
maternal deaths within a generation. The Program is focused on ensuring that
all women, newborns and childr

en most in need have equitable access to quality
health care services to save lives. USAID’s MCSP supports programming in
maternal, newborn and child health, immunization, family planning and
reproductive health, nutrition, health systems strengthening,
water/sanitation/hygiene, malaria, prevention of mother-to-child transmission
of HIV, and pediatric HIV care and treatment. USAID’s MCSP engages governments,
policymakers, private sector leaders, health care providers, civil society,
faith-based organizations and communities in adopting and accelerating proven
approaches to address the major causes of maternal, newborn and child mortality
such as postpartum hemorrhage, birth asphyxia and diarrhea, respectively, and
improve the quality of health services, from household to hospital.

USAID’s
Maternal and Child Survival Program in Rwanda is hiring a Child Health Advisor
who will provide technical and program oversight and direction in the area of
child health and act as an integral part of MCSP Rwanda’s team.MCSP/Rwanda aims
to reduce child and maternal mortality through increased coverage and
utilization of high-impact low cost reproductive, maternal, newborn, and child
health (RMNCH) interventions and innovative new approaches and strengthen the
capacity of the Ministry of Health (MOH) to manage and scale up high-impact RMNCH
interventions. 
The Child
Health Advisor will provide strategic technical leadership and expertise to MoH
on the implementation of high quality child health services at the facility and
community levels.  S/he will provide technical support in designing strategies
to support service providers in improving access to, and quality of, RMNCH
services. The Child Health Advisor will represent MCSP in meetings with donors
and partners, and will provide technical assistance to these parties, in
developing, implementing, monitoring and evaluating child health activities.
The incumbent will provide and ensure effective communication among relevant
partners; leadand coordinate global learning activities; and spearhead efforts
to translate data and findings into programmatic guidance and policy
advocacy.  The position requires the incumbent to develop child health
activity communication materials, such as reports and presentations for
dissemination to internal and external audiences. 
Specific duties
and responsibilities: 
  • Lead all ChildHealth technical aspects of the
    project  including the adaptation of the latest best practices on
    child health and evidence-based approaches into the local context;
  • Lead and monitor the development, adaptation, and
    improvement of policies, strategies, and technical documents related to
    child health.  This includes active participation in relevant
    stakeholder working groups and global meetings where child health will be
    a focus;
  • Contribute to strategic planning, implementation
    and monitoring of child health activities to improve the national coverage
    and quality ofchild health services. This includes the integration of
    lessons learned from previous MCHIP and current MCSP projectsand other
    ongoing programs, including those implemented by other partners working at
    national, regional and local levels;
  • Design, implement, and monitor project
    activities, and tasks related to child healthin close partnership with the
    MNCH Team Lead, Ministry of Health, local organizations, and other USAID
    implementing partners;
  • Actively participate in the preparation of the
    project work plan, budgets, and technical reports for submission to USAID;
  • Build capacity of program and MOH staff
    inintegrating child health as part of the national health system;
  • Provide technical support and guidance on key
    program approaches for child health, including sustainable approaches to
    mentoring child health providers;
  • Collaborate with the M&E team, and other
    project personnel, to support ongoing monitoring, evaluation and learning;
  • Maintain effective communication between relevant
    partners, while identifying, compiling, and disseminating relevant
    literature and tools;
  • In close partnership with the MNCH Team Lead,
    develop and monitor learning and documentation activities related to child
    health program in Rwanda;
  • Leadefforts to translate program data and
    findings into programmatic guidance and policy advocacy.
  • Liaise with MCSP child health technical backstop
    at HQ and contribute to the global learning agenda related to child health
    emerging issues; 
Minimum
qualifications:
  • Medical professional with a Master’s degree in
    public health,  social science or a related field;
  • Minimum ten years of public health technical and
    program management experience;
  • Five to seven years of relevant experience in
    integrated management of childhood illnesses (IMCI) and integrated
    community case management (iCCM) approaches;
  • Strong experience inimplementation research and
    social accountability approaches  to improve service coverage,
    quality and equity;
  • Senior-level experience advising health-related
    programs in Rwanda;
  • Demonstrated experience in managing excellent
    working relationships with key multilateral agencies, bilateral donors,
    academic institutions, and/or USAID programs;
  • Demonstrated planning, management, supervisory,
    and group facilitation skills;
  • Successful experience forging results-oriented
    partnerships and alliances and building and maintaining effective
    multi-stakeholder partnerships;
  • Strong policy and advocacy skills, including the
    ability to collect, use, and present evidence in a compelling way to guide
    policy decisions;
  • Excellent technical writing and oral presentation
    skills, including ability to communicate complex issues in a concise,
    compelling, and easily understandable manner;
  • Ability to work in a multi-cultural, multi-ethnic
    environment with sensitivity and respect for diversity;
  • Proficiency in MS Office applications, data
    management and analysis software packages such as MS Excel, MS Access,
    SPSS, STATA, Epi Info.
