ANNOUNCEMENT
FOR RECRUITING A PROFESSIONAL LOCAL NGO
TO
SUPPORT IMPLEMENTATION AND COORDINATION OF COMMUNITY MOBILIZATION AND SOCIAL
BEHAVIOR CHANGE COMMUNICATION ACTIVITIES
I.
Background 
The
Maternal and Child Survival Program (MCSP) is a global, USAID Cooperative
Agreement operating in 24 high priority countries. The Program is focused on
ensuring that all women, newborns and children most in need have equitable
access to quality health care services to save lives. Rwanda’s MCSP program,
Ending Preventable Child and Maternal

Deaths (EPCMD), aims to reduce child and
maternal mortality through increased coverage and utilization of high-impact
low cost reproductive, maternal, newborn, and child health (RMNCH)
interventions and innovative new approaches and to strengthen the capacity of
the Ministry of Health (MOH) to manage and scale up high-impact RMNCH
interventions.

For
the last five years, Rwandan Health sector has made significant progress. The
maternal mortality was halved from 476/100,000 (RDHS 2010) to 210/100,000 (RDHS
2014-2015) and the child mortality reduced from 76/1000 (RDHS 2010) to 50/1000
(RDHS 2014-2015).This was the result of many strategies set up in different
health sectors among others improvement and community health interventions at
all levels as well as the political engagement of Rwandan Government. However,
some indicators stay low as far as reaching 4 recommended ANC (44%) and the
family planning rate is still low (48%). The neonatal mortality is still high
because 64% of all deaths among children under 5 years take place before a child`s
first birthday, with 40% occurring the first month of the life(RDHS 2014-2015).
It
is in this regards that, MCSP Rwanda is recruiting a local NGO to partner with
the Ministry of Health (MoH), the Maternal and Child Survival Program (MCSP)
and Civil Society Organizations in reducing child and maternal mortality
through increased coverage and utilization of high-impact low cost
reproductive, maternal, newborn, and child health (RMNCH) interventions and
innovative new approaches. 
II.
Objective 
The
main objective of this activity is to increase community mobilization for
engagement, participation in, and utilization of high quality RMNCH and malaria
services.
The
local NGO being recruited will coordinate the development of a comprehensive
community health implementation plan during the training of CMT. The plan will
include service delivery, social and behaviour change communication (SBCC)
activities for Nyabihu, Musanze, Nyamagabe, Huye, Kamonyi, Rwamagana, Gatsibo,
Ngoma and Nyagatare districts.
It
will also support implementation of Community Mobilization approach known as
Community Action Cycle in Nyaruguru District, as elaborated in the draft
Framework for Mobilizing Communities for Social and Behavior Change and
supported by MCSP Rwanda
The
professional local NGO will also contribute to reinforce the engagement and
ownership of the Rwandan population to identify and overcome their health
issues through community mobilization for social behavior change.
III.
Scope of Work and Deliverables
The
local NGO will implement and coordinate the community mobilization using CAC in
NyaruguruDistrict in close collaboration with the MoH/RHCC, District
authorities, health facilities, the MCSP team and the Community Mobilization
Teams (CMT) who will be trained on Community Action Cycle (CAC) in one targeted
District. The local NGO will alsoimplement and coordinate SBCC activities in 10
Districts (Nyabihu, Musanze, Nyamagabe, Huye, Kamonyi, Rwamagana, Gatsibo,
Ngoma and Nyagatare).
Under
the supervision of the Community Mobilization and SBCC team lead at MCSP, the
local NGO will perform the following specific tasks for the Community
Mobilization and SBCC activities:
a)     
For the Implementation of Community Mobilization activities in Nyaruguru
District:
–         
Develop community mobilization training plan using the Community Action Cycle
(CAC) for Nyaruguru District;
–         
Develop tools for quality assessment of the training and reporting tool;
–         
Develop the protocol of mentorship and coaching for the CMT at the sector and
village levels;
–         
Prepare, organize and co-facilitate training of Community mobilization
team(CMT) members at sector level;
–         
Follow up preparations and supervise training of CMT members at village level
by ToTs;
–         
Coordinate and ensure successful implementation of community mobilization
activities in Nyaruguru District;
–         
Ensure proper data collection, prepare and submit reports on all implemented
activities;
–         
Collect and disseminate best practices and success stories.
b)     
For the implementation of Social and Behaviour Change Communication activities
in the 10 Districts:
–         
Work with MoH/RHCC to develop messages focused on family planning, new-born and
maternal and Child health for the 10 targeted Districts;
–         
Develop an implementation plan to disseminate the developed messages in the 10
targeted districts;
–         
Develop the mechanism to evaluate the audience reached by  the messages;
–         
Develop a coordination and M&E plans for community mobilization and SBCC
activities in the targeted districts;
–         
Prepare and organize community outreaches in close collaboration with the
District Health Management Team (DHMT);
–         
Ensure proper data collection, prepare and submit narrative reportson the
implemented activities;
–         
Collect and disseminate best practices and success stories.
The
local NGO will have use various communication channels to increase demand for
family planning (FP), antenatal care (ANC), delivery at health facility and
post-natal care in the targeted districts.
IV.
Requirements and qualifications
  • The
    key staff of the local NGO should have experience of minimum 5years in
    working with the community in the areas of Community Mobilization and
    Social and Behavior Change Communication (SBCC);
  • The
    team should have enough knowledge and experience in using different
    communication channels;
  • The
    staff should be skilled and experienced in community Mobilization and
    SBCC;
  • The
    NGO should submit at least 3 appreciation certificates in the related
    fields;
  • The
    NGO should submit a License of registration;
  • Submit
    a certificate of no litigation with RRA.
