The
Maternal and Child Survival Program (MCSP) is a global, USAID Cooperative
Agreement operating in 24 high priority countries to introduce and support
high-impact health interventions with the ultimate goal of ending preventable
child and maternal deaths within a generation. The Program is focused on
ensuring that all women, newborns and children most in need have equitable
access to quality health care services to save lives. USAID’s

MCSP supports
programming in maternal, newborn and child health, immunization, family
planning and reproductive health, nutrition, health systems strengthening,
water/sanitation/hygiene, malaria, prevention of mother-to-child transmission
of HIV, and pediatric HIV care and treatment. USAID’s MCSP engages governments,
policymakers, private sector leaders, health care providers, civil society,
faith-based organizations and communities in adopting and accelerating proven approaches
to address the major causes of maternal, newborn and child mortality such as
postpartum hemorrhage, birth asphyxia and diarrhea, respectively, and improve
the quality of health services, from household to hospital.

Rwanda’s
MCSP program aims to reduce child and maternal mortality through increased
coverage and utilization of high-impact low cost reproductive, maternal,
newborn, and child health (RMNCH) interventions and innovative new approaches
and to strengthen the capacity of the Ministry of Health (MOH) to manage and
scale up high-impact RMNCH interventions.
USAID’s
Maternal and Child Survival Program in Rwanda is hiring M&E Scale-up
Coordinator
who will work as an integral part of MCSP Rwanda’s team. S/he
will report to the Q&I Scale-Up Advisor within the MCSP.

Responsibilities
  • Work
    with Learning and Scale Up advisor to plan and implement learning and
    scale up activities;
  • Assist
    with process documentation as well as coordination of monitoring and
    evaluation efforts for learning and scale up activities in a timely
    manner;
  • Work
    with MOH counterparts to set up and coordinate program components of
    action oriented learning activities;
  • Provide
    regular follow up for learning and scale up activities and provide timely
    updates to the learning and scale up advisor for action;
  • Prepare
    and monitor action oriented learning activity budgets in collaboration
    with the learning and scale up advisor and finance team.
  • Prepare
    and share reports and presentations related to action oriented learning
    and scale up activities with other MCSP teams and partners.
  • Conduct
    ongoing coordination of the field work related to learning and scale
    activities.
  • Coordinate
    and implement activities in compliance with the organization’s policies
    and procedures;
  • Any
    other duties assigned by the supervisor.

Required
Qualifications:
  • Be
    Rwandan by nationality and ready to start immediately
  • A
    Bachelor’s Degree in public health, midwifery, nursing, social sciences or
    other relevant area is required.
  • Having
    a valid license from National Nurses and Midwives Council is required.
  • Minimum
    4 to 5 years of work experience in health-related monitoring and
    evaluating projects in RMNCH and/or malaria in Rwanda or another East or
    Southern African Nation
  • Proven
    expertise in quantitative and qualitative methodologies, operations
    research, health management information systems, reporting, knowledge
    management and documentation, data quality assessments, data analysis and
    presentation
  • Demonstrated
    strong management, coordination, teamwork and planning skills with proven
    ability to function effectively with multiple host-country counterparts in
    both the public and NGO sectors
  • Knowledge
    of USAID regulations would be an added advantage.
  • Experience
    applying quality improvement techniques to health projects/activities
  • Familiarity
    with Rwanda’s health management information system and other national
    M&E systems
  • Excellent
    writing and communications skills, including demonstrated technical
    writing skills for publication
  • Ability
    to work effectively with diverse international and national teams
  • Ability
    to work in a complex environment with multiple tasks, short deadlines and
    intense pressure to perform
  • Strong
    technical skills, including ability to process and analyze data using one
    or more statistical software packages, including at least two of the
    following: SPSS, Epi-Info, Stata, MS Access
  • Relevant
    experience and knowledgeable in gender integration.
  • Proficiency
    in word processing and Microsoft Office
  • Strong
    oral and written communication and presentations skills in English;
    working knowledge of French and Kinyarwanda is preferred
  • Ability
    to travel nationally
