II.  
 Program Description:
TechnoServe
is beginning a two-year project titled ‘Access to Finance for the Coffee
Sector: Increasing Working Capital Lending through Innovative Technology’
in
partnership with Access to Finance Rwanda (AFR), with the goal to increase
access to working capital finance to coffee washing stations (CWSs) and their
farmer suppliers within the Rwanda coffee sector through May 2019. To achieve
this, TechnoServe will take two approaches. First, it will continue to add
functionality to and scale the use of its pioneering coffeetransparency.com /
SMS-Bookkeeping lending platform with working capital lenders in the coffee
supply chain to enable increased and more efficient lending to CWSs during the
2018 and 2019 Rwandan coffee harvest seasons. Second, it will partner with
supply chain actors throughout the coffee value chain to design and build an
innovative mobile money-based wet mill payment system. The mobile money wet
mill system will enable CWSs to obtain working capital from lenders instantly
when needed throughout the harvest season, while creating inclusion for
smallholder coffee farmers into the formal financial sector and reducing risk
of fraud in payments to farmers from CWS site collectors.
III.  
 Position Description:
The
Cashless Wet Mill Business Advisor will report to SMS Bookkeeping Senior Business
Advisor and will be responsible for supporting the TechnoServe Coffee
Innovation Manager in the development, testing, deployment, and implementation
of the Cashless Wet Mill mobile-money based wet mill platform. The Cashless Wet
Mill Business Advisor will also lead the pilot of the “Cashless Wet Mill” to
select CWSs in Rwanda in partnership with value-chain partners during the 2018
and 2019 harvest seasons, with activities including CWS mobilization, the
development and delivery of a Coffee Washing Station and Farmer training
curriculum, providing ongoing harvest season CWS field support, and leading
yearly end-of-season feedback sessions with users. The ideal candidate will
have a proven background in supporting or implementing field-based mobile money
systems, ideally within an agricultural context.
Responsibilities
and duties include, but are not limited to, the following:
STRATEGY
  • Support
    the finalization of strategic goals and operating model for the Cashless
    Wet Mill platform.
  • Support
    the creation of a Cashless Wet Mill platform roadmap, including platform
    features and implementation targets between the 2018 and 2018 harvest
    seasons.
  • Support
    an industry analysis of current Rwandan coffee, financial institutions,
    and telecom value-chain players to identify consortium of partners to
    develop and pilot the platform.
  • Support
    the design and scheduling of wet mill stakeholders’ leadership meetings
    prior to each harvest season.
  • Support
    the design of procedures and protocols for cases when Cashless Wet Mill data
    seems incomplete, incorrect or indicating case of mismanagement /
    corruption.
  • Support
    the development of a sustainability strategy for the Cashless Wet Mill
    platform post the conclusion of the project in 2019.
PLATFORM
TECHNOLOGY DEVELOPMENT
  • Support
    the technical design of the Cashless Wet Mill functionality, with strong
    support on the design of mobile-money transfers within the platform.
  • Coordinate
    and lead TNS-internal and end user field-based testing of the platform
    prior to platform rollout.
  • Support
    the technical roll-out of the platform to target wet mills, including
    ensuring infrastructure is in place prior to harvest season.
  • Identify
    any issues within the platform and support TechnoServe Coffee Innovation
    Manager and impacted stakeholders in troubleshooting technical solution.
  • Identify
    new features and/or system improvements that can be developed for the
    platform through feedback from CWSs and farmers, developing a ‘ground up’
    roadmap for the platforms development.
PLATFORM
OPERATIONS
  • Identify
    and mobilize pilot CWSs to use platform during 2018 and 2019 harvest
    seasons in partnership with implementing partners.
  • Design
    and deliver Cashless Wet Mill and mobile-money literacy training to
    identified CWSs and farmers prior to the onset of each harvest season.
  • Design
    and deliver Cashless Wet Mill lender training to identified Financial
    Institutions and Coffee Service Providers utilizing the Cashless Wet Mill
    prior to the onset of each harvest season.
  • Set
    up Cashless Wet Mill for each harvest season, including registering all
    wet mills and farmers for the season.
  • Monitor
    Cashless Wet Mill platform usage and provide field based assistance to
    CWSs and Farmers using the system throughout the harvest season.
  • Support
    all end of season data reconciliation activities, including leading all
    field based CWS visits.
  • Schedule
    and lead end of season CWS, Farmer, and Lender feedback sessions at the
    conclusion of the harvest season.
ADDITONAL
SUPPORT ACTIVITIES
  • Support
    in rollout of the TechnoServe SMS Bookkeeping Platform work streams.
  • Support
    in awareness creation at relevant stakeholders with focus on telecom
    institutions.
  • Support
    in development of feedback mechanism designed for users and lenders.
  • Support
    in compiling of regular project reports for Access to Finance Rwanda
    (AFR).
IV.  
 Required Skills and Experience:
  • Degree
    in Finance, Business, Accounting, or equivalent experience
  • Proven
    success in developing, implementing, and/or managing mobile-money based
    systems, with at least 5 years of work experience working with
    mobile-money systems within a rural context. Specific experience with
    mobile-money based systems in an agricultural context an advantage.
  • At
    least 3 years of relevant co-operative and/or farmer level training
    development and rollout experience, with experience in the coffee sector
    an advantage.
  • Working
    verbal and written proficiency in English and Kinyarwanda
  • Strong
    market orientation, entrepreneurial and innovative thinker
  • Proven
    communication, presentation and writing skills
  • Proven
    ability to work independently, delivering high-quality end products
  • Prior
    experience within the coffee sector, working with smallholder farmers,
    and/or working at a telecom institution an advantage.
  • Familiarity
    of working with cloud-based IT systems an advantage, including experience
    troubleshooting IT system problems.
