Sustainable Water and Sanitation in Africa (SUWASA)
– with funding from USAID is supporting the State Government of Bauchi, in
Nigeria to implement an ambitious water and sanitation sector reform project.
The aim of the project is to assist the Bauchi State Water Board (BSWB) achieve
commercial viability providing services in a sustainable manner and operate
with financial and management autonomy.

SUWASA now seeks to employ a Nigerian national with
the following qualifications and background. This position is full-time and
will be based in Bauchi town, Bauchi State.
UTILITY FINANCE SPECIALIST (REF: UFS, Bauchi)
Key Responsibilities
a) Develop the tariff policy and based on this,
design a tariff structure for water services in Bauchi;
b) Recommend an appropriate billing system that is
robust and easy to use;
c) Support the project implementation team in
designing of innovative financing approaches to water and sanitation
investments in Bauchi State. This may include exploring potential investments
from the private sector;
d) Assist in knowledge development and management
in terms of utility financing;
e) Coordinate with and establish useful links with
partners and financial institutions involved in water and sanitation reform and
finance.
Qualifications and Experience
a) At least a Masters degree in Finance, Economics
or Business Administration, or any other relevant academic degree;
 b) A minimum
of six years of professional experience in utility finance related activities;
c) Knowledge in financing of infrastructure is an
advantage;
d) Experience in tariff designs and tariff policies
is essential;
e) Experience in designing, structuring the
financing of infrastructure projects for water supply and waste management;
f) Experience in working with USAID would be an
advantage;
g) A demonstrable understanding of the financial
challenges faced by the water and sanitation sector in Nigeria and specifically
in Bauchi State;
h) Strong analytical and communication skills, with
ability to interpret difficult financial information related to utility
operations.
