DUTIES
AND RESPONSIBILITIES
Under
the direct supervision of the Supply Officer, the incumbent’s responsibilities
will include the following:
  • Conduct
    demand planning in close working relationship with in house client
    business unim
  • Conduct
    market surveys for commonly procured goods and services
  • Draft
    and dispatch solicitation documents (e.g Request for quotations, Request
    for proposals and Invitation to bid)
  • Assist
    in the evaluation of offers from potential Suppliers
  • Assist
    in the examination of purchase acquisitions to ensure specifications,
    budgetary data and all other requirements are in order
  • Prepare
    submissions to the contracts committee and other relevant authorities for
    award of contracts
  • Maintain
    and update the roster of UNHCR suppliers and conduct vendor performance
  • Maintain
    specific internal control and develop self-evaluating criteria/procedures
    to ensure that standards and quality of the supply function is adhered to;
  • Carry
    out customs clearances of imports and exports and liaise with relevant
    government or customs clearing agencies to ensure UN FICR’s diplomatic
    prevailing and immunities are within the prevailing legal regime
  • Maintain
    an adequate record of inventory movements as per existing standard
    operating procedures
  • Assist
    in monitoring and reporting deployment of assets to users within the
    organization and to project partners
  • Maintain
    both electronic and hard copy of supply and logistics files in accordance
    with UNHCR’s rules and procedures.
QUALIFICATIONS
AND EXPERIENCE
  • Completion
    of secondary education with post secondary  training/certificate in
    Trade, Business Administration, Economics, Marketing, logistics,
    Procurement and Warehousing or reined field ;
  • University
    degree will be highly desirable
  • Good
    Computing smile eg MS office suite and any relevant data ‘Ease management
    application
  • Minimum
    of 4 years of previous relevant professional job experience;
  • Fluency
    in English and French (written and spoken) and excellent knowledge of
    Kinyarwanda
DESIRABLE
QUALIFICATIONS
  • Completion
    of specific training relevant to functions of the position such as CIPS,
    LILT and CSCMP
  • Other
    UN procurement and logistics training — such as MPS() and UNPD;
  • Knowledge
    and working experience of Supply Chain or logistics ERP tools
  • Customer
    relations management (CRM) experience
