General Manager, Finance and Administration

Responsible
to:
 Managing
Director
 
Responsible for: Human Resources Manager, Administrative Manager,
and Financial Manager, Management Accountant.
Functions:
  • Development, documentation and
    maintenance of financial management policies, procedures and systems,
    ensuring compliance of the same
  • Development and/or documentation
    and maintenance of accounting manuals
  • Budget planning, implementation
    and maintenance
  • Treasury and disbursement
    management
  • Financial accounting and reporting
    to the Managing Director/Board as required
  • Overseeing the human resource
    management and administrative functions and other support services to the
    Company
  • Overseeing the effective
    procurement of goods and services
  • Any other duties that may be
    assigned by the Managing Director
Required
Skills or Experience
The
preferred candidate must have:
  • An MBA or postgraduate degree in
    Finance or a related field
  • Professional Accounting
    Qualification such as ACCA, CA
  • A minimum of ten (10) years post
    qualification experience of which seven (7) years must be in a managerial
    position/grade
Technical
Skills and Competence:
  1. Ability to plan and implement
    accounting systems, policies and procedures
  2. Ability to prepare and implement
    periodic reports to determine variances between actual and budgeted
    expenditure and advice Divisional Heads and Management accordingly
  3. Thorough knowledge of the Labour
    Act, Act 651, and compensation mechanisms
  4. Experience in general
    administration

Legal Officer:
Responsible
to:
 Solicitor
Secretary
Responsible for: Legal Clerk .
Job
Functions:
The person will be required to:
  • Prepare or review formal
    agreements and other legal instruments/documents
  • Handle courtroom
    litigation/advocacy land law, conveyance and general aspect of law
  • Provide technical support for
    negotiations and preparation of contracts
  • Serves on committees set up for
    the consideration of specific matters
  • Assist divisions and departments
    in dealing with issues of disputes that arise in the normal performance of
    their duties
  • Report directly to the Solicitor
    Secretary and perform tasks assigned by him
Required
Skills or Experience
  • LLB/BA law, BL plus a minimum of
    three (3) years experience at the Bar
Technical
Skills and Competence:
  1. Must be a lawyer of good standing
  2. Good knowledge of all aspects of
    the law
  3. Good knowledge of administrative
    principles
Special
Knowledge & qualities:
  • Must possess strong supervisory
    qualities; good human relations; high sense of responsibility and
    judgment; and ability to communicate

Manager – Operations
Responsible
to:
 Managing
Director
 
Responsible for: Estates Manager (Property Management; Marketing
and Sales), Quantity Surveyor, Architect, Physical Planner, Development
Manager, Geometric Engineer.
Job Functions:
  1. Develops policies and plans for
    management of the Company’s properties in accordance with sound estate
    management principles and under the general direction of the Managing
    Director
  2. Directs programmes for valuation
    of the housing units as well as all other properties of the Company
  3. Responsible for marketing, sale
    and maintenance of the Company’s houses/properties
  4. Provides guidance and support to
    the zonal offices in the estates and marketing functions
  5. Plans for provision of
    professional and technical support services to the project development
    division in project planning and feasibility analysis, project designs,
    tender and construction
  6. Develops plans for acquisition and
    effective management of the Company’s land holdings
  7. Plans for the conduct of research
    on guidance and support to the zonal offices in the project planning
    functions
  8. Responsible for the general
    administration and supervision of staff of the estate and planning and
    development divisions
  9. Performs any other duties that may
    be assigned by the Managing Director
Required
Skills or Experience
  • M.Sc Land Economy, M.Sc Architecture,
    Planning, Engineering (Civil/Structural) or Land Surveying PLUS membership
    of the relevant professional body
  • Must have a certificate in project
    planning and management from a recognised institution
  • Must have had a minimum of ten
    (10) years post-qualification working experience in estate development
    industry, six (6) of which should have been in the managerial role
