BACKGROUND

SOS Children’s
Villages Rwanda is a child focussed organization that provides direct services
in the areas of care, education and health for c

hildren at risk of losing
parental care, and those who have lost parental care. It is an affiliate of the
SOS Children’s Villages International which is the umbrella organisation of
more than 130 National Associations.SOS Children’s Villages is
non-governmental, non-political, non-denominational, and non-racial and has
been operational in Rwanda since 1979. The overall mission of the organisation is
to build families for children in need, help them shape their own futures and
share in the development of their communities. SOS Children’s Villages Rwanda
is legally registered as a National Association. To realise the mission of the
organisation, SOS CV Rwanda is recruiting a National Director who will lead the
organisation.

INVITATION
FOR TENDER

SOS Children
Villages Rwanda now invites eligible consultants to submit technical and
financial proposal for the provision of the consultancy services to facilitate
the search and recruitment of the National Director of SOS CV Rwanda.

PURPOSE

The overarching
purpose of this consultancy is to spearhead the search for and recruitment of
the National Director of SOS CV Rwanda.

SCOPE OF
CONSULTANCY SERVICES

The consultant shall
consult, recruit and refer qualified candidates to SOS CV Rwanda in liaison
with both the Board of Directors and CVI Representatives/HROD. The consultancy
services will comprise the following:

1.     
Sourcing
and identifying potential candidates;
2.     
Competency-based
interviews to screen and shortlist candidates for suitability for the position;
3.     
Recommending
the top five qualified candidates for final consideration;
4.     
Checking
background and references;
5.     
Working
within an agreed time frame with SOS CV Rwanda to fill the position.

DELIVERABLES

1.     
Job
advertisements in targeted media
2.     
Shortlist
of the suitable candidates who are not only technically and professionally
qualified but who also fit the SOS CV organisational Vision, Mission and
Culture;
3.     
Organise
and conduct interviews and assessments of shortlisted candidates;
4.     
Carry
out reference checks on preferred candidates;
5.     
Submit
a report on the National Director’s recruitment assignment.
6.     
Official
reports to be channelled to the Chairman of the board and the CVI
Representative.

Consultant qualifications

The consultant to
carry out this study should fulfil all the categories stated below:

  • An
    advanced degree in Human Resources Management,Social Sciences, Leadership
    and Change Management with over 5 years experience in handling recruitment
    and selection.
  • Demonstrate
    capability and understanding to undertake the Assignment.
  • Illustration
    of capability to provide the Recruitment and Selection Services indicating
    a selection of previous client assignments.
  • Fees
    for Undertaking the Assignment

Strictly two weeks after the Advert 26 August 2016

BIDDING
PROPOSAL SPECIFICATIONS

Candidates are invited to tender on the consultancy work described above by the
Date. Proposals received after this deadline will not be accepted. A decision
for contract negotiations will be taken within two weeks, based on an
evaluation of the technical and cost/budget proposals. Please take note that
the technical and financial proposal should be submitted as one single
document. Consultant firms with regional presence particularly Rwanda would be
preferred. Timeline for this assignment is 2 months.
