Search
has been working in Rwanda since 2006, promoting greater cooperation and
understanding within and across borders. Under our 2017-2021 strategy, we focus
on four themes, namely: 1) Promoting inclusive governance; 2) Strengthening
Media and Civil Society as Peacebuilders and Promoters of Dialogue; 3)
Supporting Access to Livelihoods; and 4) Promoting a Good Neighborhood
(Locally, Nationally and Regionally).
Summary
of Position
Search
is seeking a Design, Monitoring and Evaluation (DME) Officer. Based in
Kigali and reporting to Search’s Rwanda Program Manager, s/he will oversee all
aspects of monitoring and evaluation, ensuring the collection of accurate and
useful data that informs program implementation and results. The DME Officer
will work hand in hand with program implementation staff and partners, as well
as with Search’s Institutional Learning Team for the East Africa region. This
position requires regular travel to project locations for data collection
purposes.  
Responsibilities
  • Overall
    responsibility for the quality and timeliness of DME efforts in Search’s
    Rwanda program, as well as the program’s contribution to regional DME;
  • Ensure
    the availability and lead the development of strong monitoring systems
    (e.g. common indicators, M&E plans) and related data collection tools
    to monitor project activities;
  • Oversee
    baseline, researches and evaluation processes, developing terms of
    reference and supporting the data collection and analysis as well as
    timely delivery;
  • Conduct
    regular monitoring missions in the project’s target areas and share
    findings with the program staff as part of reflection sessions to inform
    programming;
  • Review
    the quality of the data collected by other staff members and partners
    during activities and provide them with guidance;
  • Analyze
    data collected and share findings with key internal stakeholders;
  • Strengthen
    the capacity of Search’s partner organizations in monitoring and
    evaluation;
  • Participate
    in regional DME conference calls;
  • Contribute
    to the development of project logframes and proposals;
  • Contribute
    to cross-organizational learning, including providing information,
    guidelines, lessons learned, and tested tools to the Regional Institutional
    Learning Team;
  • Be
    directly engaged in the continuing development of the organization, its
    mission and its staff, through the sharing of experience and knowledge,
    particularly contributing to its Institutional Learning efforts.
  • Report
    monthly and annual progress on all project activities to program
    management;
  • Suggest
    strategies to the Project Management for improving the efficiency and
    effectiveness of programming by identifying bottlenecks in completing
    project activities and developing plans to minimize or eliminate such
    bottlenecks;
  • Assist
    the project personnel with M&E tools and in supporting them in their
    use;
  • Provide
    input and update information related to results and achievements for SFCG
    website;
  • Perform
    other duties as required.
As
job descriptions cannot be exhaustive, the position holder may be required to
undertake other duties that are broadly in line with the above key duties.
Qualifications
  • Bachelor’s
    degree in a relevant field.
  • Minimum
    three (3) years of work experience in design, monitoring and evaluation
    methodologies.
  • Minimum
    one (1) year of field-based data collection and analysis experience with a
    Rwandan or international NGO in Rwanda.
  • Experience
    overseeing or supporting evaluation processes including the development of
    terms of reference.
  • Experience
    working in Early Childhood Development and/or Governance is required.
  • Proficient
    in use of Microsoft Word, PowerPoint, and Excel, Pivot Tables, Access.
    Knowledge of data analysis software (e.g. STATA, SPSS) is preferred.
  • Excellent
    interpersonal skills and effective communication with a variety of
    stakeholders.
  • Strong
    communication and presentation skills including ability to write reports.
  • Ability
    to maintain professionalism, creativity, and enthusiasm while working in a
    fast-paced, multi-cultural environment with minimal supervision.
  • Cultural
    sensitivity and strong interest in dialogue, peacebuilding and conflict
    transformation.
  • Fluency
    in both Kinyarwanda and English is required. Proficiency in French and
    Swahili is an advantage.
  • Willingness
    to travel to remote areas in Rwanda.
