MISSION:
The VVOB TVET programme “Technical and Vocational Education and Training”, in collaboration with the Belgian Technical Cooperation (BTC) and the Belgian Associa¬tion Pour La Promotion De L’ Education et De La Formation a L’Etranger — (APEFE) aims at improving the quality of technical and professional education and training in Rwanda.
On request from the Ministry of Education (MINEDUC) VVOB strives at improving school management in the sector of vocational training. The School Management Expert and adviser will assist the Ministry of Education in its efforts to increase the quality of school management for vocational and technical training. He/she will collaborate with the Workforce Development Authority and will also play a significant role in organizational and institutional capacity building of the Integrated Polytechnic Regional Centres/South. (IPRC/S)
MAJOR DUTIES AND RESPONSIBILITIES:
Contribute to the capacity building of the Southern Integrated Polytechnic Regional Centre (IPRC/S) and vocational centres in the Southern Province on organizational and institutional levels.
Identify key players in government and private sectors and facilitate their mutual contacts. Facilitate collaboration between the different Government education authorities and the private sector, among others through the implementation of pilot projects on management and capacity building with schools and other partners.
• Accompany and support Government processes to create quality management in technical and vocational training schools in order to ensure a better correlation between the training and the workplace.
• Analyse and evaluate existing and modern training modules in school manage¬ment and use these as an input to develop new policies on vocational and technical training.
• Work on the preparation of new proposals on school management on a national and provincial level and translate these into good practices in schools.
• Collaborate actively with other donors on the TVET policy in Rwanda. In addition, participate in the collaboration between the Belgian actors.
REQUIREMENTS:
• Master degree in Education, preferably in pedagogy or in social sciences or equivalent in experience.
• A minimum of three (3) years experience in the sector of vocational and technical training at ministry and/or school level.
• A clear vision of matching the education sector and the labour market.
• Knowledge of project management, preferably of Project Cycle Management.
• Experience in the development of models for a better school management in vocational training schools and/or the elaboration of vocational training in collaboration with the private sector.
• Experience in implementing the modular system in the organization of internships within enterprises would be an asset.
• Experience in setting quality management in an education context would be an added advantage.
• Easily maintaining a network of contacts and possessing competency in following up the implementation of new processes.
• Fluency in Kinyarwanda, English and French (written and spoken)
• Experience in International cooperation, preferably within Africa would be an advantage.
• Available for frequent short travels outside of Kigali.
