Child
Safeguarding:
Level
3: the role holder will have contact with children and/or young people either
frequently (e.g. once a week or more) or intensively (e.g. four days in one
month or more or overnight) because they work in country programs; or are
visiting country programs; or because they are responsible for implementing the
police checking/vetting process staff.
BACKGROUND
Early
Childhood Development (ECD) has emerged over the past three years as one of the
priority areas for development in Rwanda.  The Revised Early Childhood
Development Policy and its Implementation Plan was approved by Cabinet in May
2016 providing an agreed-upon framework to ensure a holistic and integrated
approach to the development of young children. The integrated approach to ECD
within the national Policy calls for inter-sectoral coordination on the part of
the Education, Health, Nutrition, Water & Sanitation, Child Protection and
other sectors. The Policy also calls for a community-based approach, involving
communities contributing to and leading on the development and management of
ECD service at the local level.
The
leadership for early childhood programming and coordination within the
Government of Rwanda has been assigned to the Ministry of Gender and Family
Promotion (MIGEPROF) and there is strong appetite and energy to accelerate and
intensify programming and results for ECD in 2016 and beyond. Further momentum
has been created by the decision of the Government of Rwanda, through the
coordination of MIGEPROF, within the context, a need was identified by MIGEPROF
for technical support from Save the Children, through the assignment of an ECD
Specialist to work directly with MIGEPROF management and staff members
responsible for ECD programming.
ROLE
PURPOSE
:
To
support MIGEPROF in coordination and implementation of the ECD Policy and its
implementation Plan especially on Holistic Parenting Education and giving
technical support in Early Childhood Development programmes
KEY
AREAS OF ACCOUNTABILITY:
 Support
the MIGEPROF Department of Family Promotion and Child Protection’ in the
Following
ways:
TECHNICAL
CAPACITY BUILDING AND SUPPORT
  • Support
    capacity building of MIGEPROF Staff and other partners on ECD. This could
    entail supporting the organization of training sessions; organization of
    study tours; sharing latest technical ECD evidence for ECD caregivers and
    other practitioners;
  • Support
    the integration of ECD interventions within the Ministry’s annual plans
    and budget;
  • Provide
    technical advice on holistic parenting education and other ECD
    interventions as requested by the MIGEPROF and communicate to SC when
    external technical advisors and specialists are required to complete
    tasks;
  • Support
    the ministry in sustainability planning and strategizing for a national
    holistic parenting education programme;
  • Give
    technical support and inputs into the MIGEPROF curriculum for Holistic
    Parenting Education and other ECD Technical documents;
  • Identify
    areas in which SC and MIGEPROF can collaborate to strengthen ECD services
    delivery at National and Local level.
  • Update
    the mapping of ECD centres and partners and link with district to ensure
    the scale up of ECD services at cell level
COORDINATION,
COMMUNICATION AND ADVOCACY
  • Support
    the documentation and reporting on the status of ECD in the country, and
    on the status of implementation of the ECD  implementation Plan
  • Support
    the ECD / Family Promotion and Child Protection Department to come up with
    communication materials for promoting ECD
  • Support
    the ECD / Family Promotion and Child Protection Department in documenting
    good practice, learning from parenting programmes in the country
  • Support
    the ECD / Family Promotion and Child Protection Department in coming up
    with key advocacy messages around ECD, including holistic parenting
    education, to share with both national and local level leaders
  • Sensitize
    key stakeholders at National, District and sector level (District
    Authorities, Sector Authorities, Parents Committees and Communities, ECD
    care-givers and Children) about ECD, including holistic parenting
    education;
  • Carry
    out advocacy for holistic parenting education and other ECD interventions
    at national and district level;
  • Ensure
    harmonization of ECD function at National Level;
  • Support
    the coordination of different stakeholders (Ministries, civil society,
    local government ) in implementing the ECD implementation Plan;
  • Offer
    close liaison and regular communication with District stakeholders;
  • Organize
    consultative meetings and planning meetings;
  • Support
    to MIGEPROF’s ECD team, in miscellaneous coordination tasks, as required;
  • In
    collaboration with other MIGEPROF staff, support planning for the scale up
    of ECD services as per the policy at cell level in all districts;
  • Liaise
    with districts to ensure that rooms and other space to hold ECD activities
    are available, including space for parenting education and home based ECD
    services;
  • Represent
    MIGEPROF in relevant  meetings when requested by the relevant
    authority at MIGEPROF;
  • Participate
    in ECD Technical Working group meetings as requested by MIGEPROF;
  • Develop
    close working relationships with all ECD primary stakeholders –internal
    stakeholders, donor organizations, private sector and NGOs – all parties
    required to establish a shared vision on ECD and achieve objectives;
  • Establish
    and maintain good working relations with the relevant government
    ministries including MoH, MINALOC, MINEDUC, etc, as well as other
    higher-level stakeholder groups.
MONITORING,
EVALUATION, ACCOUNTABILITY AND LEARNING
  • Conduct
    regular visits to ECD implementation areas, gather learning and feedback
    for sharing with MIGEPROF and other key stakeholders to inform government
    and stakeholder discourse and plans;
  • Support
    the monitoring and evaluation of implementation of the ECD 
    implementation Plan at national and decentralized levels;
  • Support
    Districts in assessing ECD needs in terms of both soft and physical
    infrastructure;
  • Document
    lessons learned and ensure learning is shared across the ECD sector
  • Advise
    districts on how to track and measure ECD indicators as per ECD
    Policy  implementation Plan;
  • Carry
    out ECD quality assurance visits to ensure ECD Minimum standards are being
    followed and advice on where changes on the standards need to be made;
  • Ensure
    easy access to M&E reports and data and make sure these are timely distributed
    to the concerned stakeholders.
CHILD
SAFEGUARDING
  • Support
    MIGEPROF in ensuring Child Safeguarding is considered and addressed
    throughout ECD services delivery;
  • Carry
    out sample Child Safeguarding risk assessments on ECD services and advise MIGEPROF
    on how to ensure child safeguarding in ECD centres and parenting education
    sites.

QUALIFICATIONS
AND EXPERIENCE
  • University
    degree in education, early childhood development or social sciences;
    Administration
  • Experience
    working with NGOs;
  • Good
    knowledge of principles and practice of Early Childhood  Development,
    experience working in the  ECD field preferred;
  • Experience
    of working with Government partners, in particular in a technical advisory
    role or capacity building function an asset.
  • Language
    skills: Fluency in English and Kinyarwanda. Knowledge of French would be
    an asset.
  • Good
    analytical, negotiating and advocacy skills. Effective oral and written
    communication skills, and good report writing skills.
  • Good
    programme planning and monitoring skills, applying results-based
    management approach.
  • Ability
    to develop constructive relationships with a wide range of partners,
    including children, communities and local authorities;
  • Experience
    of facilitating participatory planning and monitoring;
  • Strong
    analytical skills and creativity;
  • Ability
    to self-manage and to work effectively with very limited supervision;
Desirable
  • Previous
    experience in holistic parenting education for parents of children aged
    0-6 years
  • Experience
    working with a government agency/ ministry
  • Knowledge
    of children’s rights, gender equality and human rights based frameworks,
    and understanding of an equity-based approach.
