Job Title: Emergency Programme Manager

The assignment period is one Year, starting as soon as possible.
Background

Save the Children has a dual mandate in both development and emergency programmes, however always working according to international humanitarian law, and seeking to find ways to be accountable to those communities we work with.
Save the Children started to work in Liberia in 1991 with an emergency programme focusing on the immediate needs of children affected by war. Initially the programmes focused on community health and social welfare and protection in and around Monrovia which was gradually expanded to other areas in the country.
At this exciting time in our history, Save the Children is implementing education, child protection, health, emergency relief and child rights governance programme and are looking for dynamic, committed and highly competent individuals to help us strengthen and further expand our work. We work directly with children and their families and build capacities of the communities, civil society and government agencies to develop long term mechanisms to meet the rights of children in Liberia. Save the Children is currently operational in Montserrado, Bong, Grand Gedeh, Margibi and Nimba counties in Liberia. Our main office is in Monrovia and we have three field offices in Montesarrdo, Gbarnga, Zwedru and Saclepea. This position manages the overall development and delivery aspects of the emergency response in Nimba and Grand Gedeh counties.
Function Purpose
The Emergency Programme Manager will lead and manage the emergency response team. He/she will be responsible for development and delivery of the emergency programme. The Emergency Programme Manager is responsible for identifying needs and resources and elaborating programme recommendations for the emergency response in line with Save the Children national and global priorities.
Key accountabilities
• Assume overall management of the emergency response.
• Ensure implementation of rapid emergency multi-sectoral integrated service delivery and review of emergency strategy.
• Ensure optimal safety and security management procedures and practices are in place in all three operational bases (Saclepea, Zwedru & New Youpea) for the emergency response programme and continually monitor the safety and security situation, adapting staff safety and security procedures accordingly.
• To lead on the content and staffing of the emergency response. Define and request support needed from the country office, regional office, headquarters and other Save the Children members.
• Line manage Finance, Logistics, Protection and Education coordinators based in Saclepea and Field Operations Managers responsible for overseeing projects at geographic levels.
• Ensure projects are implemented in line with emergency programme strategy and country thematic strategies and plans, and that staff have clear objectives and receive meaningful feedback on their performance.
• Ensure that Saclepea provides regular and timely site support to other operations bases and monitoring visits are completed on a routine basis and documented. The post holder is expected to spend 50% of time in Saclepea and 50% in Zwedru and New Youpea bases.
• To ensure the proper logistical management of the emergency operations. With the logistics coordinator and team, to ensure the logistics systems are maintained to a high standard, ensuring quality and timely services for children in line with Save the Children global policies and procedures.
• Ensures that Country Director is well informed on issues related to emergency response and emergency risk management pertaining to all areas of operations.
• Ensure that programme objectives and activities are agreed upon within the context of Save the Children values, aims and objectives.
• Ensure production of high quality, analytical reports, supply of regular sitreps, and collection, analysis and dissemination of relevant information and data relevant to the response.
• Evaluate, monitor and review to ensure strict compliance of programme activities with Save the Children national and global policies and procedures and with relevant donor regulations and agreements, SPHERE guidelines and the NGO code of conduct.
• Represent Save the Children to local authorities, donors and members of the humanitarian community. Ensure establishment and maintenance of strong working relationships with local communities, community based organisations and other local authorities as appropriate.
• Monitor the implementation of grant budgets, keeping Save the Children International informed and ensuring any corrective actions are taken.
• Ensure that existing finance guidelines and related administrative procedures are adhered to and that grant finances are kept in an exemplary state.
• Comply with all relevant Save the Children policies and procedures with respect to child rights and safeguarding, health and safety, equal opportunities and other relevant policies.
• Where appropriate, make use of tools and information available in country such as Emergency Preparedness Plans, Contingency Plans and other available tools and resources.
• Lead, support and motivate emergency team members, ensuring that team members have clear objectives and receive meaningful feedback on their performance.
• Where appropriate, ensure that capacity building of country programme staff occurs in order to ensure ongoing sustainability and quality of the response.
Core Competencies & Qualifications
Essential:
• At least 5 years experience working as senior manager/ team leader with a humanitarian organisation within an emergency environment including logistics management and with experience in at least one of the thematic areas of Livelihoods, Education and Child Protection.
• Skills and experience in project/programme implementation, monitoring, review and evaluation preferably from a child rights approach in accordance with the CRC and international humanitarian rights standards.
• Substantial people and programme management experience with good interpersonal skills and ability to communicate at all levels.
• Substantial understanding and proven experience of managing security issues.
• Ability to produce high quality reports.
• Representational, political awareness and advocacy skills.
• Ability to work independently and with remote supervision from line manager.
• Fluency in written and spoken English. Knowledge of French is an added advantage.
• Skilled in managing and developing teams and the ability to lead and motivate others in complex and volatile situations
• Commitment to Save the Children vision, mission and values including demonstrable commitment to Child Rights, gender equality and equal opportunities in all aspects of the country programme work.
• Ability to analyse information, evaluate options and to think and plan strategically and make decisions rapidly.
• Substantial experience and knowledge of effective financial and budgetary control and securing and managing grants, especially with ECHO, Dfid, and OFDA.
Desirable
• Knowledge and experience of working in West Africa or fragile states
• Experience of carrying out risk assessment
