Job Title: Emergency Child Protection Manager

Reports to: Emergency Field Manager
Job Purpose
To provide leadership, management and technical guidance in the development, implementation and monitoring of the Child Protection interventions in the Ivorian Refugee programme in Grand Gedha. S/he will proactively network with other actors involved in the emergency at the field level including local government, INGOs and others present within Nimba.
Key Accountabilities
1. Ensure effective planning, implementation /monitoring and evaluation of the protection programme activities;
2. Participate and lead in carrying out Situation Analyses for identifying and prioritizing needs in the context of child protection and child rights in the emergency.
3. Work with staff and relevant project partners to develop work plans and ensure that implementation is in line with the planned activities
4. Provide technical support to the Emergency Field Manager and partners, government and civil society to develop and demonstrate national and community-based protection models which safeguard children’s right to protection.
5. Take the lead to build up a coherent body of work and promote an integrated, community-based approach to protection applicable to the country context and provide technical support to key stakeholders.
6. Monitor emergency programme quality by ensuring that adequate systems for updating, monitoring, reviewing and evaluating the impact of programmes are in place and reports are regularly submitted to the Emergency Field Manager, Protection Programme Manager, Programme Operations Manager, donors and others as appropriate.
7. Strengthen the emergency programme’s protection portfolio through capacity building of field staff, of partnerships and networks as well as development of new funding proposals.
8. Provide training, capacity building and technical support to Save the Children staff, partners and government authorities on the planning, implementation and management of child protection programmes and child protection information services.
9. Support the recruitment and induction of staff and consultants.
10. Represent Save the Children in all child protection and coordination meetings at field level with the government, the UN and other international agencies, donors and proactively identify opportunities to advocate Save the Children’s position through building key stakeholder relationships.
11. Continue to develop understanding and experience of children’s meaningful participation throughout the emergency programme, and work with programme staff and partners on strategies to enable children to identify and address the issues of concern to them and promote their voices in local and national fora.
Person specification
Essential
• Experience in child protection in refugee situation with relevant degree.
• Ability to analyse information, evaluate options and to think and plan strategically.
• Ability to take the lead in developing project proposals, and grant management and support programme teams to feed evidenced based data and information.
• Capacity building staff through training, mentoring and coaching methodologies.
• Excellent interpersonal, communication and presentation skills with experience of senior level negotiation and representation.
• Track record in influencing and policy work
• Strong technical knowledge in key areas of child protection; notably children affected by conflict, separated children, child recruitment by armed forces, orphaned and vulnerable children, children affected by malnutrition and disease, gender-based violence, child labour and gender-based violence.
• Commitment to and understanding of Save the Children UK’s aims, values and principles.
• The ability to speak and write English to an effective working standard.
Desirable
• Knowledge and experience of working in the relevant country or a similar environment in the area of Protection.
• Education to Masters level.
• Knowledge of issues around child trafficking and birth registration issues.
• Ability to speak French
• An understanding of participatory and child friendly research techniques i.e. PRA & PARC
Child Protection
The responsibilities of the post may require the post holder to have regular but infrequent contact with children or young people and may be allowed unsupervised access to vulnerable children and young people.
