PURPOSE OF
POSITION:

The Early Childhood
Programme Managerwill be responsible for ensuring effective implementation of
the Early Literacy and Maths Initiative (ELMI) project within the Rwanda
Country Office’s Education Programme, including support to parenting education
and support to quality teaching in Early Childhood Care and Development Centres
and Pre-primary classrooms.

MAJOR
RESPONSIBILITIES:

Management,
Planning, Implementation

Assuming overall
responsibilities for managing Save the Children’s ELMI project, the ELMI
Manager shall:

  • Carry
    out detailed operational planning in collaboration with relevant SCUS and
    SCUK Technical Advisors, including creating and continuously updating
    detailed work plans;
  • Assuming
    budget holder responsibilities, including developing budget expenditures
    plans, reviewing budget monitoring and financial reports and ensuring that
    all planned expenditures are on track in compliance with the agreed budget
    lines and Save the Children’s financial regulations;
  • Ensure
    that implementation remains in line with activity plans;
  • Prepare
    monthly, quarterly and other reports in accordance with agreed schedules;
  • Highlight
    early to the Education Signature Programme Director and SCUK Technical
    Advisors any potential constraints to implementation of the Literacy Boost
    project so that action can be taken accordingly;
  • Ensure
    that an appropriate filing system of all project documents is maintained;
  • Institute
    a system of remote management of project staff, ensuring that the activities
    of staff based in the districts are qualitative and implemented according
    to expectations;
  • Organise
    monthly project staff meetings to assess project activities, share
    learning and address key issues and challenges;
  • Periodically
    visit the project implementation area and generate qualitative visit
    reports;
  • Document
    learning generated through the project and reflections on best practices;
  • Support
    in the development of new project proposals based on learning and
    reflections from the project implementation.

Monitoring,
Evaluation, Accountability and Learning

  • Work
    with the SCI MEAL team to develop a project MEAL plan, ensure that MEAL
    tools are adopted and used appropriately, ensuring that data is collected
    at the field level and that learning is shared and utilized to improve
    implementation;
  • Monitor
    progress of the project(s) you are assigned to support against agreed
    targets and indicators;
  • Support
    the MEAL team and any other researchers to ensure that evaluations are
    qualitatively conducted;
  • Ensure
    programme standards for information sharing with communities are posted in
    project service delivery sites, and staff actively share appropriate
    information with communities;
  • Ensure
    accountability to beneficiaries data is regularly collected and reports
    produced;
  • Regularly
    report on MEAL findings and experiences.

Staff
Management and Development

  • Line
    management responsibilities for Save the Children’s ELMI staff;
  • Ensure
    the recruitment, training, and promotion of staff as appropriate and
    ensure appropriate professional development opportunities for staff;
  • Manage
    the performance of all supervisees through: Effective use of the
    Performance Management System including the establishment of clear,
    measureable objectives, ongoing feedback, periodic reviews and fair and
    unbiased evaluations; coaching, mentoring and other developmental
    opportunities; recognition and rewards for outstanding performance; and
    documentation of performance that is less than satisfactory, with
    appropriate performance improvements/work plans.

Save the
Children Representation and Advocacy

  • Establish
    and strengthen coordination mechanisms with District and Sector
    authorities and other stakeholders;
  • Through
    regular briefs and reports as well as attendance to JAF meetings and Open
    days, ensure that Save the Children’s activities in the districts of
    operation are known and appreciated by the relevant local authorities and
    civil society partners;
  • As
    requested by Education Signature Programme Director, represent Save the
    Children at national or any other level meetings and forums;
  • Build a
    strong collaborative relationship with key Government departments,
    including MINEDUC, REB, and MIGEPROF, the ECCD Task Force, other civil
    society organisations, UNICEF and donors, ensuring that information about
    the ELMI project, ECCD and Education Signature Programme as a whole is
    well communicated and understood;
  • Provide
    leadership and guidance to the RENCP ECCD Working Group, including
    chairing the group in accordance with the WG’s ToR;
  • Contribute
    to other relevant working groups, task forces, and other ECCD or
    literacy-focused forums including active participation in the RENCP
    General and relevant SCI forums on Early Childhood and Literacy;
  • Use key
    lessons learned and evaluation results to contribute to policy discussions
    and advocacy.

Child
Safeguarding

· Responsible for
creation and maintenance of a conducive managerial and operational environment
where the Child Safeguarding Policy is effectively implemented.

· Understand and
fulfil their specific and additional responsibilities in achieving compliance
of Save the Children’s Child Safeguarding Policy standards. This includes
ensuring that staff are providing programme beneficiaries with ongoing,
age-appropriate verbal or written information in relevant languages about Save
the Children’s Child Safeguarding Policy and Code of Conduct.

  • Ensure
    that child safeguarding is integrated and given a “voice” in all
    management processes including recruitment, induction, performance
    management, team meetings, annual planning processes, field level
    monitoring, etc.

Other

  • Contribute
    to Education Signature Programme meetings and reviews, engaging with the
    other members of the ESP SLT to ensure that learning across projects is captured
    and used to inform programming across projects and locations;

Support the
Education Signature Programme Director in other programme tasks, as requested.

QUALIFICATIONS
AND EXPERIENCE

  • Degree
    in Education, Development studies, Project Management or other related
    field;
  • At
    least 5 years of senior management experience, including programme design,
    implementation, monitoring, evaluation, budget holding and line management
    responsibilities with international and/or national NGOs;
  • Experience
    in the field of early childhood;
  • Proven
    skills in leadership, problem solving, and team building;
  • Strong
    verbal and written communication skills in English and Kinyarwanda;
  • Background
    in literacy promotion desirable.
