The Sahtu Land and Water Board (SLWB) is seeking an enthusiastic
environmental professional to fulfill the role of Regulatory
Specialist with the Board. The SLWB is responsible for regulating land
use activities, water use and the disposal of waste within the Sahtu
Settlement Area under the Mackenzie Valley Resource Management Act
(MVRMA). The Regulatory Specialist is responsible for overseeing the
regulatory review of applications made to the Board by interested
parties and presenting those files to the Board.

Title of Position: Regulatory Specialist
Division: Regulatory
Reports to: Executive Director and the Board
Purpose of the Position
The Regulatory Specialist is responsible for conducting and
coordinating the review of Land Use Permit and Water Licence
applications and all other associated technical reports, amendments
and extensions that are submitted to the Sahtu Land and Water Board
(SLWB) under the Mackenzie Valley Resource Management Act (MVRMA).
This position is also responsible for coordinating administrative
duties with coworkers in the regulatory division of the SLWB.
Scope
All lands and waters in the Sahtu Settlement Area and assisting the
Mackenzie Valley Land and Water Board (MVLWB) on transboundary issues
within the Mackenzie Valley.
Responsibilities
1. Coordinate the review of land and water use applications to the SLWB by:
• Reviewing applications for the use of land, water and/or the deposit
of waste made to the SLWB
• Reviewing technical and/or engineering reports, contingency plans
and additional information submitted with applications
• Coordinating technical reviews of land and/or water use applications
• Coordinating the public review of land and/or water use
applications, which can include organizing public meetings or
hearings, interfacing with affected First Nations, communities,
government departments and the public
• Working with applicants to assist them in conducting public
engagement/consultations with First Nations for proposed developments.
• Preparing Staff Reports with recommendations to the SLWB on the applications
2. Coordinate and prepare the Preliminary Screening Reports on land
and/or water use applications to the SLWB by:
• Evaluating land and/or water use applications made to the SLWB for
adverse environmental and ecological environmental impacts or
significant public concern
• Preparing detailed Preliminary Screening Reports for the approval of the
Board
3. Review and track compliance data for Land Use Permits and Water Licences by:
• Monitoring the compliance of land use permits terms and conditions
along with orders given by inspectors
• Analyzing monitoring reports for compliance with water licence terms
and conditions
• Communicating with inspectors on issues of non-compliance
• Evaluate monitoring data and changes to operating conditions for
compliance with the permit, licence and Acts
• Informing the Board when necessary of cases of non-compliance with
land use permit and/or water licence terms and conditions and
providing recommendations on a course of action
4. Review and assist with the development of guidelines for standard
operation practices and information requirements for specific types of
land use operations by:
• Assisting senior staff in reviewing guideline and policy documents
• Provide meaningful participation in designated working groups as
established by the Land and Water Boards.
• Maintaining state of the art knowledge on best practices relating to
Land/Water Use and waste disposal
5. Establish positive and productive working relationships:
• Create and maintain respectful working relationships with co-workers
and to maintain a high level of professionalism
• Work cooperatively with other Regulatory Specialists as part of the
Regulatory Division
• Explain and provide information on the regulatory process, including
the application form and all approved guidance documents, to
applicants, developers and the general public
• Liaise with First Nations, communities, government departments and
officials, consultants, industry and the public to exchange and obtain
information on legislative requirements and provide regulatory
guidance and advice
6. Review Water Licence surveillance network programs to ensure that
Licensees are meeting Water Licence requirements for compliance and
monitoring, discharge limits, water quality monitoring and water use
volumes.
7. Maintain an up to date knowledge of environmental, social, economic
and political issues in the Sahtu region and the entire Mackenzie
Valley.
8. Maintain an up to date knowledge of industrial technology as it
applies to land use issues and/or water management technology in the
Sahtu region and the entire Mackenzie Valley.
9. Geographic Information System (GIS) Database – Maintain and
regularly update the GIS database, perform GIS analysis on data and
produce maps for staff reports in relation to the Land Use Permit and
Water Licence applications.
10. Representing the SLWB on committees and at meetings as required.
