PROPOSED TERMS OF REFERENCE (TOR) FOR A
MARKETING MANAGER:
ABOUT
RWANDAONLINE
RwandaOnline Platform Ltd (ROPL) is a
company operating in Rwanda specialized in Information Technology especially
eGov services.  100 central and local Government services will be deployed
on a single eGov platform called Irembo (www.irembo.gov.rw)
by the end of year 2017.

On this platform, users will obtain
information about GoR services, authenticated where applicable, they will be
able to upload all required documents and pay online except free services.
Their service application will then be submitted to the relevant backend
institution for processing. SMS/email notifications will be sent to the user on
a step by step to update the user on the progress of the application. Users can
also apply for services using USSD mobile applications by dialing *909#.
ABOUT
THE POSITION
The candidate for this position should
be able to develop, establish and maintain marketing strategies to meet
organizational objectives.
RESPONSIBILITIES
AND EXPECTATIONS OF THE POSITION
1.     
Manage and coordinate all marketing, advertising and promotional staff and
activities
2.     
Work on co-branding campaigns with stakeholders
3.     
Develop and implement marketing plans and projects for new and existing
services
4.     
Monitor, review and report on all marketing activities and results
5.     
Create marketing presentations
6.     
Oversee creation and delivery of press releases, advertisements, and other
marketing materials.
7.     
Collaborate with the sales and distribution network team
8.     
Ensure brand messages are consistent.
9.     
Gather and analyze end users insight.
10.  Engage end
users on social media.
11.  Deepen
relationships with all media houses to ensure the most effective messaging and
positioning of the company.
DESIRED
QUALIFICATIONS:
      
Having
a Bachelor’s degree (A0) in marketing, finance, business or any other related
field
      
Four
or more years of experience in the field preferably in technology company
      
Proven
experience in customer and market research
      
Good
knowledge of local government structures
      
Experience
with online platforms in areas of sales, marketing and customer relationship
management.
      
Fluent
in Kinyarwanda, English and French.
