INTERNATIONAL REQUEST FOR EXPRESSIONS OF INTEREST N° 008/S/RSSB/2012-2013
TITLE: CONSULTANCY SERVICE FOR HUMAN RESOURCES POLICY AND STRATEGY,
ORGANIZATIONAL PROCESS, RISK MANAGEMENT POLICY, AND ACCOUNTING AND FINANCE
REORGANISATION
Rwanda Social Security Board (RSSB) was established by the
law No.45/2010 of 14/12/2010 that determines its mission, organization and
functioning. This institution was established after the merger of Social
Security Fund of Rwanda (CSR) with Rwanda Medical Insurance (RAMA).
The mandate of the institution is to administer social security in the
country. Branches currently managed include; pensions, occupational risks and
health insurance. The benefits offered under the different branches include;
old age, invalidity, survivorship, work injuries and work related diseases and
health care. RSSB registers members, receives their contributions, manages
RSSB´s funds, processes and ultimately pays out benefits to eligible members or
dependants.
RSSB as a financial institution is supervised by the National Bank of Rwanda
according to the banking law N°55/2007 of 30/11/2007 whereas its activities are
overseen by the Ministry of Finance and Economic Planning.
As a new institution, RSSB needs reliable institutional guidelines and
operation policies for better execution of its duties, and ensure efficiency.
The consultancy service is organized in 4 different lots as follows:
Lot 1: Human resources policy and strategy
- The
consultant is expected to: - Develop
change management strategy - Prepare a
salary and benefits evaluation - Redesign
the performance management system=balanced scorecard system - Design a
capacity building policy - Develop
internal rules and regulations
Lot 2: Organizational process
The consultant is expected to:
- Review
strategic planning - Design
organization structure - Develop
the business process mapping/business process reengineering - Develop
the job analysis, evaluation and grading - Review
process and procedures manuals
Lot 3: Risk management policy
The consultant is expected to:
- Develop
Risk management policy - Develop
Risk management procedure manual - Design
enterprise wide risk management plan - Develop
staff training in risk management - Design of
a business continuity plan
Lot 4: Accounting and finance reorganization
The consultant is expected to:
- Design
appropriate/IFRS compliant chart of accounts - Design
daily trial balance and reporting - Design
Asset liability management policy and structure - Organize
the back office activities
Note: No single firm or consultant is allowed to bid for more than 2
lots.
Rwanda Social Security Board now invites eligible firms to indicate their
interest in providing these services. Interested national and international
firms must provide information indicating that they are qualified to perform
the services (company profile, description of similar assignments, experience
in similar conditions, availability of appropriate skills among staff, etc.).
Consulting firms may constitute joint-ventures to enhance their chances of
qualification.
Eligibility criteria, establishment of the short-list and the selection
procedure shall be in accordance with the law N° 12/2007 of 27/03/2007
on Public Procurement of Rwanda.
RSSB is under no obligation to shortlist any consultant who expresses
interest.
Interested consulting firms may obtain further information at the address
below during office hours (7.00AM to 5.00PM, hours local Time, Mondays
to Fridays).
Expressions of interest must be delivered to the address below not later
than the 8th October 2012 at 2.00 PM (local Time)
and mention `Consultancy service for human resources policy and
strategy, organizational process, risk management policy, and accounting and
finance reorganization´.
