Director of Regulation & Standards Unit (1)
- A
Master’s Degree in Civil Engineering or Architecture with 2 years experience
or a Bachelor’s Degree in Civil Engineering or Architecture with a minimum
of 5 years experience in the related fields ; - Communicative,
flexible and entrepreneurial personality ; - Fluent
in French and English languages.
2.
Director of Fixed Assets Unit (1)
- A
Master’s Degree in Civil Engineering or Architecture with 2 years
experience or a Bachelor’s Degree in Civil Engineering or Architecture
with a minimum of 5 years experience in the related fields ; - At
least 2 years experience in a senior managing position ; - Practical
knowledge of the housing industry in Rwanda is an added value ; - Have a
forward thinking and innovative mind to bring about reforms in the housing
industry - Capability
to interact with senior managers as well as technical teams in the
field ; - Fluent
in English and French ; knowledge of both is an added advantage.
3.
Technical Assistant (2)
- A
Bachelor’s Degree in Administration, Management, Communication, Languages
or any other closely related fields ; - At
least three (3) years of practical working experience in Administration,
technical advisory, executive assistance and any other closely related
fields ; - Solid
writing skills and the ability to work accurately with numbers ; - Excellent
interpersonal skills to provide quality customer service to both internal
and external ability to interact with different levels of people ; - Exceptional
follow up skills and detailed oriented ; - Strong
organizational and time management skills ; - Broad
working knowledge of departments operations and objectives ; - Proficiency
in computer applications ; - Fluent
in English and French.
4.
Monitoring & Evaluation Officer (1)
- A
Bachelor’s Degree in Project Management, Economics and or any other
closely related field with 3 years of work experience ; - Communicative,
flexible and entrepreneurial personality ; - Proficiency
in computer applications ; - Fluent
in English and French languages.
5.
Legal Advisor (1)
- At
least a Bachelor’s Degree in Law ; - Tested
ability in legal drafting ; - At
least 3 years experience in a relevant field ; - Proficiency
in computer applications ; - Fluent
in English and French ; - He/she
must be an effective Arbitrator and administrator, able to quickly and
effectively deal with a large amount of paperwork and meet tight
deadlines ; - He/she
should be organized, effective and able to resolve - routine
problems and mistakes without reference to his/her supervisor.
6.
Asbestos Removal Engineer (2)
- An
advanced degree (or at least Bachelor’s Degree or equivalent) in mainly
Civil Engineering or any closely related fields ; - At
least 1 year of practical working experience in construction and
supervision of housing and other civil/public works ; urban
infrastructure design and development or any other closely related
field ; - Good
experience in designing, monitoring, inspection and evaluation of civil
construction works, housing and urban planning and infrastructure
development programs and projects ; - Good
experience in inspection buildings and construction sites ; - Have
ability to work independently in a participatory and multidisciplinary
team ; - Proven
computer skills in the application of professional software packages
applied to the engineering design, housing, urban and development,
construction sectors ; - Possess
excellent communication and analytical skills ; - Fluent

7.
Housing Inspection & Control Engineer (2)
- An
advanced degree (or at least bachelor’s degree or equivalent) in mainly
Civil Engineering or any closely related fields ; - At
least 3 years of practical working experience in construction and
supervision of housing and other civil/public works ; urban
infrastructure design and development or any other closely related
field ; - Good
experience in designing, monitoring, inspection and evaluation of civil
construction works, housing and urban planning - and
infrastructure development programs and projects ; - Good
experience in inspection buildings and construction sites ; - Have
ability to work independently in a participatory and multidisciplinary
team ; - Proven
computer skills in the application of professional software packages

8.
Facilities & Security Construction Engineer (2)
- An
advanced degree (or at least bachelor’s degree or equivalent) in mainly
Civil Engineering or any closely related fields ; - At
least 3 years of practical working experience in construction and
supervision of housing and other civil/public works ; urban
infrastructure design and development ; or any other closely related
field. - Good
experience in designing, monitoring, inspection and evaluation of civil
construction works, housing and urban planning and infrastructure
development programs and projects ; - Good
experience in inspection buildings and construction sites - Have

9.
Supervision of Government Building Construction Engineer (1)
- A
Bachelor’s Degree in mainly Civil Engineering, Architecture or any closely
related fields ; - At
least 3 years of practical working experience in designing or construction
and supervision of housing and other civil/public works and any other
closely related field ; - Have
ability to work independently in a participatory and multidisciplinary
team ; - Proven
computer skills in the application of professional software packages
applied to the engineering design, housing, urban and development,
construction sectors ; - Possess
excellent communication and analytical skills ; - Fluent
in English or French ; knowledge of both in an added advantage.
10.
Urban Infrastructure Management Engineer (1)
- A
bachelor’s degree or equivalent) in mainly Civil Engineering,
Architecture, transportation planning or any closely related - fields ;
- At
least One (3) year of practical working experience in urban - infrastructure
planning and management and 1 year experience with a Master’s degree. - Good
experience in designing, monitoring, inspection and evaluation - of
infrastructure development - Have
ability to work independently in a participatory and - multidisciplinary
team ; - Proven
computer skills in the application of professional software - packages

11.
Photo Interpretation & Remote Sensing Specialist (1)
- A
Bachelor’s Degree in Land Surveying, Geography, Cartography, Geoinformatics
or closely related fields with at least 2 years of work experience ; - Have
computer fluency, especially in ArcGIS 10, Mobile GIS, Erdas Imagine 2011,
Digital photogrammetry, Total station, Differential GPS, - Familiar
with photo interpretation, geo-data conversion and validation, spatial
analysis and visualization - Have
fluency in scale matching, data pre- processing, processing, analysis and
outputs presentation ; - Fluent
in English or French ; knowledge of both is an added advantage.
12.
GIS Data Dissemination & Monitoring Specialist (1)
- A
Bachelor’s Degree in GIS, geography, Urban planning with at least 2 years
of work experience ; - Knowledge
in land, housing and urban management issues in Rwanda ; - Knowledge
in ArcGIS for desktop, Mobile GIS and ArcGIS for Server ; - Have
fluency in scale matching, data pre-processing, processing, analysis and
outputs presentation ; - Have
familiarity with the worldwide data producers (High resolution images,
Aerial photographs) ; - Knowledge
in organizing the collection, storage and usage of geographic data ; - He/she
has to be fluent in English and French languages ; • Participate in
GIS data sharing in different institutions ;

Municipal Development & Financial Cooperation Officer (1)
- A
bachelor’s degree in Civil engineering, Architecture or any closely
related fields ; - At
least 3 years of practical working experience in designing or construction
and supervision of housing and other civil/public works and any other
closely related field ; - Have
ability to work independently in a participatory and - multidisciplinary
team ; - Proven
computer skills in the application of professional software packages

14.
Informal Settlements Restructuring Engineer (1)
- A
Bachelor’s Degree or equivalent in mainly Civil Engineering, Architect or
any closely related fields with at least 3 years of work experience ; - Have
ability to work independently in a participatory and multidisciplinary
team ; - Proven
computer skills in the application of professional software packages
applied to the engineering design, housing, urban and development,

15.
Physical Development Engineer (1)
- A

17.
Rural Settlement Sustainability (2)
- A
bachelor’s degree in Architecture, Quantity Surveying, Urban and Regional
Planning, Geography, Civil Engineering and other closely related
fields ; - A
minimum of 1 year working experience in GIS analysis and mapping ; - Experience
in rural settlement development is an advantage ; - Familiarity
with spatial database concepts ; - Field
experience with GPS technology is an added advantage ; - Possess
excellent communication and analytical skills ; - Fluent
in English or French ; knowledge of both in an added advantage.
18.
Cartography & Topography (1)
- A
bachelor’s degree in Land Surveying, Topography, Cartography, Geography,
and Geo informatics ; - A
minimum of 1 year working experience in cartography and topography related
field with proven experience in GIS analysis and mapping ; - Familiarity
with spatial database concepts ; - Field
experience with GPS technology is an added advantage ; - Computer
fluency in ArcGIS 10, GPS, Erdas Imagine 10 ; - Experience
in the following areas : Internet technology, Windows OS, ,
input/output technology (printers, plotters, scanners, etc) ; - Fluency
in scale matching, geodata processing, analysis and visualization ; - Fluent

Management, Organization & Exploitation Engineer (3)
- A
bachelor’s degree or equivalent in mainly civil engineering, architecture

least 3 years of practical working experience in designing or construction

Inspection, Programmes, Planning & Maintenance Works Engineer (1)

experience in monitoring, inspection and evaluation of civil - construction

Documentation & Archivist (1)
- A
bachelor’s degree with a minor in archiving, library science, Management
or equivalent ; - Knowledge

Documentation and any other closely related field ; - Excellent

Head of Central Secretariat (1)

bachelor’s degree in Secretarial Studies or other related fields with at
