The
Accra Agenda for Action (2008) and the Busan Partnership Agreement (2011)
acknowledge the role of Civil Society Organizations (CSOs) as development
actors in their own right and their role in promoting the rights of vulnerable
groups, in advancing policy reforms and in monitoring the performance of
governments and other development actors.

advance of the Busan High-Level Forum in 2011, CSOs agreed the Istanbul CSO
Development Effectiveness Principles and the International Framework for CSO
Development Effectiveness. Both documents strive to define the principles
underpinning the development work of CSOs and the rules for their own
responsible engagement with beneficiaries, governments and other development
actors. The documents also underscore the importance of adopting the necessary
transparency and accountability standards when CSOs act as fund providers.

donors, non-governmental organizations (international and local NGOs) and

Rwanda is participating in the monitoring of the Busan Partnership Agreement,
which includes indicator No. 2 “Civil society operates within an environment
which maximizes its engagement and contribution to development”. This
indicator was piloted in several countries during the first monitoring round in
2013 and was rolled-out to all countries in the second round in 2015. Rwanda
participated in the light testing of the refined methodology of indicator 2 in
2015.

Objectives:

light of the above context, Rwanda Civil Society Platform (RCSP) would like to
assess the understanding and perspectives of Civil society operating within
an environment which maximizes its engagement and contribution to development
by reaching out to the CSOs members and organize a one-day consultation on
the topic of “Promoting Inclusive and Accountable Partnerships in Rwanda” with
the following objectives:

- Create
a shared understanding of the global development effectiveness agreements
and CSOs guiding documents mentioned earlier in order to determine how
best to implement them through the ongoing partnerships and existing
development coordination fora at central and district level. - Understand
better the constraints and challenges faced by CSOs for engaging
proactively in the development cooperation fora at central and local
level. - Prepare
summary reports of perspectives of CSOs ahead of High Level Forum on
Global Partnership for Development Effectiveness due in Nairobi end
November 2016. - Examine
the methodology for indicator 2 of the Global Monitoring Framework in preparation
of the second round of monitoring and how CSOs in Rwanda could be part of
the reporting.,

RCSP will engage services of a local consultant to assess the CSOs perspectives
on the civil society operating within an environment which maximizes its
engagement and contribution to development. The assessment report will form the
basis for one day consultation in the form of a workshop with plenary session
allow for in-depth exploration of the topics. The consultation will be
moderated by a facilitator/author of the assessment report.

main competencies required from the local consultant are:

least a Master’s degree in any of the following fields with at least 10
years’ experience: Public Policy, Economics, Human Resources Development,
Social Science, Public Administration, Economics, Development Studies or
any other related field. - Having
worked on development cooperation and CSOs engagement is an added Value - At
least 5 years of proven experience in similar assignments - Working
experience with operations of bilateral and multilateral development
partners. - Having
excellent writing / policy drafting skills in English is essential. - Ability
to meet deadlines in a professional manner and due diligence - Experience
in working in Rwanda, knowledge and skills in strategy, programming and
evaluation would be an added advantage. - Should
be knowledgeable about current developments of the Rwanda’s development
cooperation agenda.
