Understanding Knowledge Systems in Rwanda                          
RTI
International is accepting applications from qualified staff for an anticipated
project funded by the Department for International Development (DFID) entitled,
“Understanding knowledge systems and what works to promote science technology
and innovation in Kenya, Tanzania and Rwanda.” The duration of the project is
expected to be approximately 18 months.
The
purpose of the project is to research and propose a practical and
context-specific knowledge system concept for Kenya, Tanza

nia and Rwanda that
is informed by international evidence of what works in innovation and research
systems.  The project will also propose practical actions and
recommendations for effective investments in science, technology and innovation
by these countries and their partners. 

We
are accepting expressions of interest (CV/Resumes) for the following positions:
The
Principal
Investigator
(PI) will provide scientific and technical
leadership as well as programmatic oversight. She/he will ensure scientific
rigor and quality of all research, data collection, analysis and report writing
undertaken as part of the project; Supervise the technical and analytical work
of the three co-PIs and ensure the analysis, reports and recommendations that
result from each project activity are technically sound, clear and practical.
Qualifications:  PhD in Political
Science, Public Administration, Research Methodology, or related field; at
least 15 years of progressive experience in the design and oversight of
complex, multi-country research studies related to knowledge management,
political economy analysis and related fields; Supervisory experience
particularly of researchers and consultants; demonstrated success managing
against programmatic and financial targets and deliverables; International
expertise and academic standing in the knowledge sector area with a focus on
science, technology and innovation; Experience working in East Africa (EA) and
established relationships with EA academic institutions and STI entities; Strong
quantitative and qualitative research skills are required; Proven track record
in building successful relationships with government counterparts, research
institutions, donors, partners, and other stakeholders; Must be fluent (writing
and speaking) in English. Swahili and/or Kinyarwanda language skills a plus.
